Dr. Chiogioji has over 30 years of senior management experience in the
engineering and research fields. Among his areas of specialization are nuclear
and fossil-fueled power; energy efficiency, economics and financing; international
energy programs; industrial waste utilization and minimization; and construction
management. He also has extensive experience in systems analysis, operations
research and analysis. As a member of the Senior Executive Service, Dr. Chiogioji

Center for Environmental Management (CEMI) – Program Support
MELE Associates along with SAIC, provide the CEMI’s program management and
support, including all marketing, public relations, and event support tasks. MELE’s
marketing and public relations services include:
Redesign of the CEMI website to make documents available for
research/downloading
Providing interactive exhibits that include videos with animation and graphic
design
Event support, including staffing, shipping, storing of traveling exhibits, arranging
travel, hotels, food and beverages, conference registration, agenda’s, etc.
Direct mail services including compiling/merging/purging databases of 20,000

Federal Transit Administration – Individualized Marketing Program
EPA
Overview: MELE Associates provides a full range of research
marketing services to the Federal Transit Administration’s (FTA)
Individualized Marketing Demonstration Program. The program is a
research program aimed at increasing public transit ridership with a
minimal need for new capital investment, all the while, maintaining
people’s mobility. Called “Individualized Marketing”, the concept has
proven successful in Europe and Australia, and has shown promising
results in Portland, Oregon. By investing federal resources in a
partnership with transit agencies in the four selected U.S. pilot
communities, the FTA team will take the project to Bellingham,
Sacramento, Research Triangle Park (Durham), and Cleveland, where
they will team with local transit authorities and local governments in
completing this promising pilot. Each location will have unique
characteristics to test the true potential of the individualized marketing
concept.

Environmental Protection Agency:
Overview: As Public Relations Subcontractor to Cadmus Group, MELE
Associates provides full-service, multi-media public relations support to the
Indoor Air Division of the Environmental Protection Agency. Training includes:
• Media Training for Indoor Air Quality Tools for Schools Program – for nurses,
school administrators, teachers, facility managers, board members and other
professionals that reveal techniques to anticipate and react to issues in the
media (TV, radio, print, web). Basic training in developing communications
strategies. The training received high marks from attendees at a National
Symposium and in Florida (initial presentation generated requests for repeat
performances).
• Media planning, pitch models, and pitching of nationwide media (TV, radio, web,
newspaper and magazine) on Radon, Asthma and Indoor Air Quality issues.
• Development of advisories, news releases, press kits and event planning.

Department of Veterans Affairs:
Overview: MELE Associates provides program support services to the Director
and Program Manager (PM) of the Pacific Telehealth and Technology Hui (Hui) in
Honolulu, Hawaii. The Hui is a joint venture between the Department of Veterans
Affairs Medical and Regional Office Center (VAMROC) and the Department of
Defense Tripler Army Medical Center (TAMC) to provide quality health and medical
care to veterans in remote areas in the Pacific region by optimizing the strengths
and resources of the VA, DOD, civilian providers and partners using a virtual
presence and technology.
MELE provides program management for the Hui, including the marketing
program. MELE’s marketing program services include:

U.S. Air Force:
Secretary of the Air Force – Environmental, Safety, Occupational &
Health (SAF/IEE)
Overview: MELE Associates provides a full range of knowledge management
and technical support to SAF/IEE and SAF/IE (Installations & Environment)
programs and projects including strategic planning, research, web support,
information technology and analysis. MELE Associates has worked closely with
SAF/IEE staff to understand business requirements and tailor a MELE tool, called
“V2R”, to track the SAF/IEE strategic plan. The system is built in ColdFusion and
utilizes a SQL database.
MELE Associates tasks with SAF IEE includes providing a full range program

U.S. Navy:
Overview: Naval Supply Systems Command (NAVSUP) maintained a public
website for years, but over time the site became outdated with a patchwork of
files and links confusing users and struggling to provide information to
NAVSUP and the public. MELE assisted in a complete redesign and migration
to a new technical platform.
The web redesign project involved a total functional and graphical overhaul as
well as a migration of the website to an Oracle 9iAS/Oracle 8.1.7 Database
platform, along with training, implementation and documentation. MELE
worked closely with the client to grasp critical business functions and to create
a taxonomy for the site to allow users to find information quickly and easily.
Through-out the process, MELE developed customized tools to track and
support the project including a web-based change management system (the
MELE Web Workshop) and a web-enabled user-testing tool. The site now sits
on a UNIX/Oracle platform and utilizes PL/SQL to access the database and is
Section 508 and DoD compliant. The redesigned site is available at

Department of Housing & Urban Development:
Overview: This project is aimed at identifying the potential for adopting the
Energy Star label as an energy efficiency benchmark in HUD-financed or insured
new single-family or 1-4 unit homes through HUD’s HOPE VI, the HOME program,
or the FHA 203(b) single family mortgage insurance program.
HUD currently requires that new residential construction financed through these
programs meet the requirements of the 1992 Model Energy Code. This project will
assess the feasibility of these programs exceeding this requirement by adopting
Energy Star as the standard for both attached and detached single-family homes.

Revision Hockey:
Revision Hockey is a new inline hockey wheel company, founded by the
creators of Mission Hockey and Hyper Hockey. Revision Hockey was created
to produce and sell high performance inline hockey wheels in California for
inline hockey players of all ages and sizes.
MELE Associates services for Revision Hockey include graphic design, sales
support, and international partnership.

MELE Associates graphic design work for Revision Hockey included designing
a brochures and the 2005 product catalog, along with miscellaneous marketing
materials.

MELE Associates also provides account management for Revision Hockey for
the Mid-Atlantic region as well as Ohio, Kentucky, and Pennsylvania.
OTHER WORK
MELE’s international partnership includes the coordination of the initial
partnership agreement between Revision Hockey and the Czech Republic
Inline Hockey National Team. This agreement allows the Czech hockey staff to
sell Revision Hockey wheels in Europe, as well as having every member of the
Czech National Team wear Revision Hockey wheels for the 2005 IIHF Inline
Hockey World Championships in Kuopio, Finland.
