INDUSTRIAL AREAS: BE COMPETITIVE THROUGH SUSTAINABILITY. CRITERIA FOR BEST PRACTICES | MEXICO 13-14 Oct 2015
Summary – 5 key thesis / messages
 Adaptation to Climate Change is a very new challenge for
Industrial Development in India, for GIZ & its partners.
 New challenges need new ideas and innovative
approaches to achieve tangible results.
 Adaptation to CC is necessary to survive, but it also creates
new business/service opportunities.
 Adaptation to CC in IP is best organised as a learning
process for industries and IP management.
 Risk analysis to CC in IP is a part of the Climate Proofing
tools and Environment Impact Assessments and needs to
be addressed in the planning and upgrading / retro-fitting
processes.

Climate Change Adaptation (CCA) is a very new challenge
for Industrial Development in India, for GIZ & its partners
• CCA in IP is a very new approach and has started in May
2015 only; one of very few GIZ CCA in industry projects
in the world.
• Partner organisations still struggle to distinguish CCA
from other pollution control measures; risk analysis is
not a common approach.
• Information on Climate Hazards are only randomly
available; nonetheless CC is felt as a challenge especially
for future industrial development.

Adaptation to CC is necessary to survive….
• From a business perspective, adaptation assures survival and
enables growth of industrial businesses in times of changing
climate.
• As a basis, risks from climate change are reduced which can involve
spending financial resources.
– For example, properly installed and maintained storm water
drainage can decrease the risk of damages from flooding;
– plantation and landscaping can reduce a potential heat island
effect;
– proper disaster management can provide synergies in managing
climate-related disasters;
– capacity building for the industries could include climate change
awareness and risk management;

Adaptation to CC could create cost reductions and new
business/service opportunities
1. Opportunities for cost reduction in operations; competitive
advantage can be increased
2. Opportunities for improving an industry’s or industrial
park’s reputation among key stakeholders; resource
conservation helps in dealing with reliability issues
3. Opportunities for developing the skill-base for the future
4. Opportunities for anticipating regulation and becoming a
first-mover which can result in a competitive advantage to
other companies not following the respective
development;
5. Business opportunities in new markets for adaptation
products and services or from tapping into climate finance
opportunities

CCA in IP is best organised as a learning process for
industries and IP management
So far CCA is only a diffuse felt need. Developing capacities
to bring innovative CCA measures into practice is a long term
task to initiate:
 Learning process 1: Create understanding of climate
adaptation needs in IP with various stakeholders (policy
makers, industrial managers, IP developers/management);
 Learning process 2: Mainstreaming of adaptation needs
into strategies, policies, planning, retro-fitting processes;
 Learning process 3: Translate adaptation needs into
infrastructure, management and cooperation measures in
IPs.

Analysis of risks to CC in IP / new, additional criteria for
sustainability?
• CCA and risk management is an integral part and mandatory task
of good governance / management to avoid serious, long-term
losses and damage to industry and to harness the rising potential
opportunities.
• CC, both mitigation and adaptation, disaster risk management
and sustainable development are often discussed and considered
by separate communities and understood as separate goals and
processes, which should be avoided.
• However, we strongly suggest to pursue an integrated approach:
• understanding adaptation to and mitigation of CC, disaster risk
management and sustainable (industrial) development as
interlinked and closely connected processes all striving to
improve and ensure livelihood conditions of existing and future
generations.
