Clisel is a trans-European project that puts
Local Authorities at the center of policy
research into the effects of migration and
climate change, and how the two processes
are increasingly converging to create novel
policy and security issues.

By exploring the climate-security nexus from
the perspective of local authorities and
communities
The pilot case study
Italian region of Sardinia
Involving 377 City councils from around the Mediterranean,
this project will work with European policy-makers to develop
training, mobilisation and further dialogue that aims to
balance European security with a commitment to social justice
and multiculturalism within a period of rapid climate change.
model of integration and of immediate action
CLISEL will organize a series of initiatives that involve and
mobilize mayors and local authorities in Sardinia.
CLISEL will contribute to understand their perspective on the
current and future implications of the climate-securitymigration nexus and to mobilize their expertise in order to
envision innovative approaches.
This process will facilitate the development of a multi-scalar
climate security governance in Europe by integrating the
perspective, expertise and needs of local authorities
