the 1st RBMP
Less than 50 % of WB in good ecological status in
2009 due to
 Diffuse pollution for agriculture
 Hydromorphology
 Bad treatment for waste waters
 Issue of water scarcity (mainly in South countries)
with an increasing demand and conflicts for the use
 Increase of floods and droughts events due to
anthropogenic pressures and climate change

Main objectives for the future
 Achieve the good status in 2015, 2021 or 2027 at
latest according to the WFD
 Reduce hydric stress and ensure ecological flows
 Reduce vulnerability to extreme events and climate
change

Actions for the 2nd cycle
 New CIS with new WG on new topics
 Emerging topics : e.g. ecological flows
 Economics issues : water pays for water, water accounts,
…
 First inventory of discharges, emissions and losses for
dangerous priority substances
 Strengthening DPSIR approach
 List of pressures reviewed for article 5
 Identify clearly driving forces causing failure
 Set up a direct link from measure to pressure
 Links WFD with other directives

Some issues for the 2nd RBMP in FR
 Issues of European intercalibration not ended
 New rules for quality assessment
 new parameters / QEs and improved knowledge thanks
to the strengthening of monitoring downgrade more WBs
than in the 1st RBMP
 One Out All Out principle : 1 parameter in bad
status => Entire Water body in bad status
 does not enable to show progress made for many
parameters
 need to communicate on progress made compared to
the financial investments

 Coordination between WFD, FD and MSFD
 a strong common schedule

Conclusions
 Directives are constraining but are real
opportunities not to be missed
 Benefiting from the previous experience of 1st
RBMP
 Cycles are overlapping (implementation and
planning for the future)
 Communicating on the results and progress made
during first cycle.
