INDUSTRIAL AREAS: BE COMPETITIVE THROUGH SUSTAINABILITY. CRITERIA FOR BEST PRACTICES | MEXICO 13-14 Oct 2015
Mexico´s current status
• In 2012 the Mexican Congress promulgated the General Law
of Climate Change
– Reduce 30% of BAU by 2020 (estimated in 288 Mt CO2e) and;
– 50% with respect to 2000 emissions by 2050.
• 2013 National Strategy on Climate Change
– Estimated national inventory of the energy and industrial sectors in
241,556.845 MtCO2e and
– Total emissions from all sectors were 518,880.06 MtCO2e.
• New reporting requirements for greenhouse (GHG) direct
and indirect emissions, for industrial process and services
whose emissions exceeds 25,000 tons/year of CO2e.

Background “Programa GEI México”
AGREEMENT SEMARNAT-WRI-WBCSD-CESPEDES
• Starting in 2004, Government – Private Sector Voluntary Initiative
(Pilot Program)
• Cooperation Agreement between SEMARNAT & CESPEDES
• Technical Support from WRI & WBCSD
• Mexico is the 1st non-Annex I Country to assume WRI & WBCSD
Protocols & Standards
• In 2006 it becomes a permanent program
• Aim to the Industrial Sector to build their capabilities to
manage GHG emissions
Climate Change Adaptation in Industrial Areas: an innovative
project in India
3
Objectives
• Promote:
• evaluation of environmental climate policies of participating
organizations.
• improvement of the GHG emissions corporate management
• Build technical capabilities in Mexican companies and
organizations to:
• Estimate GHG emissions inventories at corporate level
• Enhance identification of opportunities to:
•
•
•
Increase operation efficiency
Development of GHG emissions reduction projects
Implement GHG emissions reduction strategies
• Promote participation in Carbon Markets (national and
international)

GEI 3 Scheme Progress
Development of the protocol for
certification of Carbon
performance and GHG emissions
reduction (along with the ema)
• Pilot tests: 4 companies
• Emissions reduction and
performance quantification
• Support from OV/V for the 4
projects verification
• July 16, 2013: Launching of the
scheme and delivery of GEI3
recognition for the 4 pilot
companies
Participating companies in
the pilot:
• Astra Zeneca
• Ecofrigo
• Minera México
• Vitro Vidrio y Cristal

Development of the GHG Management
Platform
Aim:
To provide an instrument for organizations to manage their
environmental information, in order to
• ease compliance with legal requirements and voluntary
reporting of GHG emissions
• identify strategies for mitigation and risk management.
Funding:
USAID, through Mexico Low Emissions Development (MLED)
Program

Conclusions
Learning experience will lead the Program (Programa GEI México) in
new directions assisting Mexico’s mitigation goals:
1. Expand accounting and reporting of supply chains
2. Potential to integrate leading companies’ value chains into the
program
3. Promote further emissions reduction projects (GEI 3)
4. Provide knowledge base for the new National Registry and
verification/validation infrastructure
5. GEI will generate data from organizations under 25K tons.
