A. Reporting Status for each ACT (0-8 points): Countries receive 2
points for submitting the most recent report to a Convention’s
Secretariat. Countries receive 0 points if the most recent report
has not been submitted.
B. Participation in UNEP Global Mercury Partnership (0-1 point):
Countries receive 1 point if they are a partner in the UNEP
Global Mercury Partnership. If they are not a member they
receive 0 points.
C. Contribution to UNEP Environment Fund (0-1 point):
Countries receive 1 point if they made a payment to the Fund in
2013. If a country did not donate to the fund in 2013, they
receive 0 points.

Examples of Current Events
Country removed or eased restrictions and regulations on pollution or greenhouse gas emissions. Country initiated
or allowed new exploitation of protected lands. Illegal dumping or other illegal pollution by government or major
corporations exposed.
Major pollution disaster such as an oil or chemical spill occurred. People displaced due to environmental
degradation or hazards. Pollution, resource consumption, or waste is notably increased in relation to other countries.
-1
Country fails to meet previously set environmental targets / agreements. Fines or punishments against those
culpable for environmental crimes/negligence are avoided or minimized. Illegal exploitation of protected lands
continued without improvement.
0
No major changes in environmental stewardship situation in country in past year.

Country instituted bans on particular toxic or polluting substances. Improvement in environmental impact
assessment and disclosure laws. Increased public discussion by government officials of environmental issues. Subnational legislation passed to improve areas such as environmental protection, climate change mitigation, or
pollution reduction.
Country implemented incentives or allocated funding for renewable energy initiatives. Impactful crackdown on
illegal poaching, logging, or other illegal resource use. Country expands protected areas in the form of wildlife
refuges, national parks, or some other protected area designation. Country committed to non-binding international
agreement or made pledges on environment-related issues.
Multiple pieces of national level legislation passed to improve areas such as environmental protection, climate
change mitigation, or pollution reduction. Country successfully implemented major projects for improving such
areas as environmental protection, climate change mitigation, or disaster preparedness.

Reporting guidelines:
• Use the current report prototype for language
reference
• For each Implementation Indicator, please try
cover all the sub-indicators covered (if
available)
• For Implementation sub-indicators remember
to cite the source (i.e. … emits an average of
9.19 metric tons of CO2 per capita (World
Bank 2011))
