Specific objective

The aim of the project is to develop tools used by environmental
authorities and researchers when assessing the impacts of airborne
emissions, regulation of waterways and climate change on the
environment. These tools are assessment systems, based on
environmental monitoring and research of meteorological,
hydrological and ecological models.

Target groups




National and international environmental authorities and scientific
organizations producing information on the state of the environment
Schools and municipalities
Hydropower companies will get new information on regulation practices for
their energy production.
Mining and Transportation companies
will get necessary data for strategic
planning.
This knowledge is essential for the sustainable
utilization of the natural resources and will be
used wider in the Barents Euro-Arctic area
and other Arctic areas. Importance of these
project activities is highlighted in the
declaration of the Ninth Meeting of the
Ministers of the Environment on 17 February
2010 in Tromsø

Activity 1. Model calculations to obtain knowledge and information on
the emissions, dispersion and deposition of airborne pollutants in the
transboundary area for support in the estimation of the effects of
climate change and ecological state. Use of meteorological
observations to assess climate change.
Detailed model calculation to estimate
emissions, dispersion and deposition
from the roasting plant in Zapolyarny
and the Nikel smelter.
Assessment of climate change in the
border area between Russia, Norway
and Finland. Assessment of impact
from changes in the main climate
parameters (air temperature and
precipitation).

Activity 2.Comparison of national and international classifications of
ecological state and environmental health
Search and collection of literature concerning the national and international
classifications, typologies, standards and limit values for ecological state,
and environmental health, with focus on variables reflecting the current
changes and impacts in North European environments
Comparison of different classifications and limit values
Evaluation of the validity of different classifications, limit values and
typologies by testing them using the data gathered from project area. Also
other suitable data from other Northern waters can be applied in order to
create a data with gradient from natural conditions to severely polluted
environments.
Selection of most valid classifications, typologies and limit values, which will
be used in the trilateral monitoring programmes and in future harmonization
and intercalibration of national and international classifications.

Activity 3. Influence of pollution and climate variation in small rivers
indicated by freshwater pearl mussels
The shells are excellent archive indicators of environmental changes, as they
have solid and impermeable shells that retain incorporated elements from the
ambient water without spatial relocation. By this way we may examine the
history of the mussels while they were living in the river. The mussels can be
used as “archive” for documentation of the environmental situation back
to the time it was young, i.e. more than 100 years.
Material will be collected in three rivers in two different climatic zones and will
enable us to compare the shell growing conditions of the mussel under climatic
variation. The four M. margaritifera populations are occurring in various distance
and direction from the Nikel smelter.

Activity 4. Effects of hazardous substances, water level regulation and
climate change on the ecological condition on the of the River Pasvik
and Inari Like
OBJECTIVES:
Developing a sustainable and internationally accepted monitoring network for
ecological status in Lake Inari and River Pasvik by using defined indicators
sensitive for hydrological change induced by climate change and water level
regulation. Developed monitoring network
will be integrated to existing monitoring
programme in a cost-effective way.
The effects of climate change and
water level regulation on the hydrological
regime and further on the ecological status
of Lake Inari and River Pasvik are evaluated.

data from the main channel and major lakes of River Paz and
reference areas.

• Estimation of the intensity of the effects
of climate change and water level
regulation by analyzing the relationships
between measured biological and

them in different climate change and
regulation practice scenarios.

Activity 5. Evaluation and development of existing lake monitoring
network of River Pasvik catchment area.
OBJECTIVES:
Enhancing the existing lake monitoring
network by selecting the most
representative and cost-effective sites.
Evaluation of reliability and costeffectiveness of different chemical and
biological variables and their sensibility
towards changes in climate and load of
hazardous substances. Assessment of
different strategies and possibilities in
order to obtain the resources for
permanent cooperative monitoring.

Activity 6. Communication and Dissemination of Information
OBJECTIVES:
To disseminate information about the project itself, its
activities and results. Contribute to knowledge concerning
climate change issues and hazardous substances. Prepare
and provide easy and reader friendly (popular science)
information materials for the authorities, general public,
schools and other stakeholders.
ACTIONS:
•Updating the projects web site
•Project leaflet, broadcasts, articles in local press and
scientific publications, web news and press releases
•Seminars and meetings; public and for experts
• Report and publication on all results and findings
•Cooperation with the environmental school in Rajakoski
(Russia) on issues concerning environmental education and
enlightenment, among others Publication and dissemination
the book to schools of nature of Pasvik-Inari basin and
results of this project
