MESA Climate Services for policy and decision making in
Africa: An opportunity for implementation of the Paris
Agreement

 MESA
is the flagship project under the AU/EU cooperation
on Environment partnership.
Its overall objective is to support design and
implementation of policies and plans for sustainable
development.
 It provides Services for Environmental management and
security in Africa using advanced EO datasets.
 MESA supports:
• Provision of climate Services for Disaster Risk Reduction policies, strategies
and programmes update /implementation;
• Monitoring of water levels and flow rates of key rivers and lakes combining
satellite and in situ data for power generation and transport;
• Monitoring and forecasting the best planting/harvesting periods, crop yields to
improve food security;
• Monitoring rangeland changing conditions for livestock management;
• Tracking soil erosion and forest degradation or depletion to protect and
preserve biodiversity;
• Monitoring marine pollution, fishery resources and coastal erosion.
MESA provides advices/training/infrastructure for African stakeholders (
Experts, policy/decision makers ) on climate and environment issues
Expected Results
• African policy makers and partners better informed on climate change
related threats and opportunities in Africa;
• Awareness on open data and tools sources for environmental services
generation needed to increase ability to adapt to climate change promoted;
• Partners (e.g. COPERNICUS, ARC, Aid agencies…) mobilized for capacity
development and governance for environmental services provision and
effective use;
• Priority actions for further implementation of Paris agreement highlighted ;
• knowledge and information from MESA services demonstrating
implementation of Paris shared;

RESPONSE TO CLIMATE CHANGE THREAT BY:
*Limiting global warming below 2°C;
*Fostering climate resilience and low GHGs development
WARMING IN AFRICA
For the January to September period, 2016 is the warmest year in the records
since 1950 with +1.5° C above average
The warming rate for the continent over the past 25 years since 1990 is
about 3.6° C per century higher than 2°C per century since 1950
Change in mean annual minimum temperature between the future
(2011-2040) and present-day (1976-2005) under scenarios RCP4.5 and
RCP8.5. The dots show the areas where the changes are robust with at
least 66% of model agree for a warming greater than 1°C.

 Capacity Building and governance for climate service provision
Maintain and Sustain MESA Services providing regular facts on the state of
Africa’s Climate for future COPs negotiations
Provide facts on historical, current and future climate of Africa for DRR and CCA
policies/strategies update and implementation
 Tailor Climate services for resilience, early warning and risk management in
Africa
Provide climate services supporting resilience of African development policies,
strategies , plans and programmes
