Premise
University and Academy are institutions distributed all-over
the world deeply rooted in their Countries, whereas Space
facilities, Centers and Bases are not present in all Countries.
University and Academy in the world have a comparable
approach as per the education, training and research
activities, and have in general a cooperation oriented
approach.
Space is a global activity requiring an high level of technical
and scientific knowledge, in both upstream and downstrem
areas.
University and Academy constitute a world wide network of
privileged
knowledge
supporting
the
conception,
preparation and exploitation of the space programs
regardless the geographical location.

Objectives
• University and Space Academy could concretely
enter in the international global processes
• University and Space Academy should contribute
to space global challenges
• University and Space Academy have to
undertake a major role in the governmental space
policies

Strategy
Involve Ministers of Science, University and
Research, in particular of the developing
countries, to promote Space Science and
Curricula in their Universities and Academy
Use IAF and IAA networks to enlarge the number
of Universities involved in space programs
Insert University and Space Academy expertise in
the Ministerial agendas to contribute as key

element to the global challenges

Results
A Space Manifesto
accompanied by a set of guidelines and
concrete related actions
Repeat the model of the International Space
Forum at a regional level in 2017 and 2018
Contribute to the UN Int. Space Conference
(UNISPACE + 50) in 2018 focused on global
space governance

• A keynote speech will be done on each topic as a
windows to look through the Space
• Ministers and Heads of delegations will take the
floor using also the above topics in their

• Society and ecosystems are impacted by Climate Change in a
broad variety of ways.
• Agriculture, human health, marine ecosystem, forest, water
are , among other topics, all affected by climate changes.
• Observation from space allows in a unique way to study the
climate-related impacts occurring across regions, country and
continental borders.
• Following the agreement achieved at COP 21 in Paris at the end
of 2015, there will be a growing need to implement an
independent Measurement, Reporting and Verification system
(MRV)

Big Data Management
• The
organization,
administration
and
governance of large volumes of both structured
and unstructured data is one of the main
challenges of the Space Era.
• Effective big data management is essential in
locating valuable information in large sets of
data from a variety of sources, ensuring a high
level of data quality and rapid accessibility
within fast-growing pools of data, typically
involving up to petabytes of information saved
in a variety of file formats.

Earth Protection
• Our Planet is part of a complex system that
includes also interplanetary dust, solar radiation,
cosmic rays and asteroids.
• UV radiation, cosmic rays, X and gamma rays are
daily variable phenomena that may have dramatic
changes in intensity during solar flares
overcoming the earth magnetic field protection.
• Asteroid collisions, despite their low probability,
may cause global effects.
• The Earth is immersed in this environment that
may affect the society and has to be study and
monitored from space
