– Vulnerability assessment, capacity building, public

sectoral adaptation strategies
– Transposition of EU requirements on cc, including ETS
– Establishment of GHG inventory
• Possible ways to address them
– Implementation of South-East European Climate Change
Framework Action Plan for Adaptation
– Capacity building for administrative structures
– Training for maintenance and updating GHG inventories

Cross-Border Cooperation on water,
nature, EIA and SEA
• Key Challenges
– Improve the quality of EIA and SEA reports
– Finalization of the EMERALD network and preparation for
NATURA 2000
– Implementation of the Water Framework Directive and Directive on
Marine Strategy
• Possible ways to address them
– Capacity building and preparation of EIA and SEA implementation
guidance
– Ongoing CARDS project EMERALD network
– Technical assistance for finalizing transposition in the water sector

Enforcement and Compliance,
ECENA
• Key Challenges
– More efficient implementation and enforcement of
aligned legislation
– Exchange of experience and best practices among the
network member counties and with EU member states
• Possible ways to address them
– Strengthen environmental inspectorate (trainings and
increasing the number of inspectors)
– Closer cooperation with IMPEL and other networks as
well as with new member states (Bulgaria and Romania)
