Introduction to
Policy Oriented Panels (Session 2)
Concept
Role of the Policy Oriented Panels in the Seminar:
‒ Take the point of departure in main European policy
development in EU Cohesion Policy and the Territorial
Agenda 2020 as point of departure
‒ Be inspired by the “zooming in” on different territorial
contexts and scales
‒ Address 8 key policy areas of current political importance,
selected together with the Hungarian EU Presidency
‒ Focus on inputs from ESPON projects supporting
understanding the territorial dimension of the policy issues
raised
‒ Establish an interactive and vivid discussion leading to
constructive and useful seminar conclusions
Aims
2 Main Aims for the Policy Oriented Panels:
‒ Aim at reaching insight, advice and conclusions within a
selection of policy areas on:
‒ Evidence support from available ESPON results
‒ Knowledge Needs for ESPON to cover
‒ Potential Use of ESPON Facts and Evidence
‒ Concrete Examples on Use in Practice
‒ Aim at promoting dialogue and discussion between policy
makers, practitioners, stakeholders and scientists/experts
involved in ESPON project groups

Panel 5:
Strategies for Competitive, Sustainable and Secure
Energy
‒ Security require a common European energy market
including the necessary infrastructure, financing
arrangements and unified action
‒ Support to economic recovery by “greening” the energy
sector, also positive to a low-carbon economy
‒ Efficiency rise and saving of energy part of the game
‒ How will and can European territories answer to these
challenges?
‒ Which strategic elements need change and/or are new
strategies for territorial development the answer?

Panel 6:
Managing Territorial Effects of Climate Change
‒ Climate change a major global challenge
‒ Effects will not affect the European territory evenly
‒ Regions have different vulnerability related to impacts
‒ How are negative effects previewed in different parts of
Europe? Do new development opportunities arise?
‒ What regional approaches should be taken in response to
impacts depending on vulnerability?
‒ What policy support is possible and recommendable in
assisting regional and local strategies managing climate
change effects?

Panel 7:
Policy Responses to Territorial Impacts of Demographic
Trends
‒ Demographic trends affects EU 2020 implementation by
shrinking labour force and ageing
‒ Regional demographic variations and migration flows
create regional labour markets with different potentials
‒ How are different types of European territories affected by
demographic trends?
‒ Which responses are feasible and should be implemented,
and by whom?
‒ If migration is the only short term remedy, how best to
ensure social inclusion of new citizens?

Panel 8:
Governance as Contributor to successful Territorial
Development
‒ Multilevel Governance a key issue for EU 2020 and
vertical/horisontal coordination an explicit need in
implementing EU Cohesion Policy and TA 2020
‒ Different approaches exist across Europe, and restricted
public budgets increase the need for efficient and
synergetic decisions
‒ How can effective and successful governance be
achieved? Do interesting models exists?
‒ How to support territories in identifying key areas for
coordination? Which tools should be at disposal?
