Country Experiences in developing National
GEF Strategies and Priority Setting:
Presentation By Dr. A. Muusya Mwinzi,

Background
• Kenya has been allocated about US$7.95 million
for biodiversity and about US$3.5 million for
climate change project.
• There was a large portfolio of biodiversity
projects already endorsed during GEF – 3 but did
not get funding.
• No Project proposed was carried over from GEF
– 3 under climate change.
• There were some new projects (not endorsed) in
the Biodiversity Focal Area.

Process
• Informal consultations were held between
the focal point and GEF implementing
agencies on the way forward.
• The GEF National Review Panel met and
discussed the implications of RAF.

 The panel resolved to include both old and
new proposals on the priority list.
 A criteria for priorization was agreed upon
by the Panel.
 The Criteria’s included:-

a) Consistency with National Sustainable
Environment Management and poverty
alleviation strategies and priorities;
b) Consistency with the GEF Operational
strategies;
c) Stage of development of the proposal i.e.
whether new proposal or already in the
GEF pipeline.

(iv) Evidence of Broad Stakeholder
participation in proposal development and
implementation:• The National Review Panel held two
meetings prioritised proposals.
• The list of priority projects was then
submitted in the GEF Secretariat.

important for building consensus and
ownership.

 There is need to create awareness within
the Country especially among potential
project proponents of the RAF and the
GEF Operational strategies.
