MAritime REgions cooperation for MEDiterranea
A technical task force for maritime policies in Mediterranea
MAREMED
is developed within the framework of the creation of an
integrated Mediterranean maritime policy

with National, European and Mediterranean levels;
The project will target those constituents of maritime policy bearing
an intrinsic transnational dimension;
Governance
Integrated Coastal Zone Management
Pollution
Adaptation to climate change in coastal zones
Fishing
Management of coastal and maritime data
• The partnership with the CPMR will allow the results to be shared
with the fifty Regions of its inter-Mediterranean Commission; and
with the other commissions
STRATEGIC AND PILOT ACTIONS
EXAMPLES
Propositions for financial instruments
Suggestions for the development of financial instruments for
the next 2014-2021 scheduling to facilitate improved
sectoral and geographical integration of maritime policies
(basin scale): ERDF, Mediterranean programs (MED,
Marittima) ...
Information on the application of the principal Directives
and legislations; INSPIRE, WFD, Marine Strategy, ICZM
recomandation, Flood, Governance recomandation...
Propositions for the development of a multi level
governance
STRATEGY AND PILOT ACTIONS
ICZM: Integrated Coastal Zone Management
Analysis of state of ICZM in the territories of the
partnership
Cartography of the ICZM projects
Creation of a set of cartographies of the partnership
projects in association with the actions of the
Environment DG, the plan bleu and the PAP/RAC.
STRATEGY AND PILOT ACTIONS
• Adapting to climate change:
Atlases and databases on coastal risks
An inventory of the atlases and databases regarding coastal risks:
erosion, submersion; floods, in the partnership. An evaluation of the
possibilities of creating common guidelines and set of maps from
regional atlases
STRATEGY AND PILOT ACTIONS
Fishing
Management plans for fishing areas
An inventory of the deployment of measures for managing fishing
areas, assessing the possibilities of creating joint methods for the
choice of the areas and their management, follow-up and
consultation.
Partnership with CPMR to give the Mediterranean vision on the
Common Fishing Policy green paper
STRATEGY AND PILOT ACTIONS
Evaluation of the link between fishing and the ICZM
-Evaluation of the integration of fishing into the ICZM and
the local economy; link with coastal tourism (pesca and itti
turismo), legal problems, economic impacts, link with the
energy economies (soa), results of the experiments
underway.
-Link between fishing data and global GIS of partners
STRATEGY AND PILOT ACTIONS
Adapting to climate change:
-"Guidelines" for the creation of a databases of extreme
weather events
Requirement to collect harmonised and large amounts of data to
supply the coastal risk models. Definition of criteria for a common
database for extreme events (wind, swell, rain, pressure)
-Test of a common atlas (link to data theme)
- Strategy for a Mediterranean observatory of natural coastal risks

STRATEGY AND PILOT ACTIONS
DATA AND CARTOGRAPHY
Evaluation of the cartography tools
Inventory of the partners' GISs and their contents and
directory of contacts.
Interoperability of the cartography tools
Test of interoperability and harmonisation of the
cartographic representations and Atlas of the partners
Organisation of a collaboration with the MARE DG on
EMODNET
Test of the introduction of the partners' cartographic data
in the prototype of the future network of coastal and
marine data initiated by the MARE DG: « urEMODNET »
STRATEGY AND PILOT ACTIONS
Seminary on the INSPIRE Directive and EMODNET
Training, exchanges, proposals with the MARE DG, Env
DG, AEE, Plan Bleu etc on data needs for the
management of the coastal areas and the application of
the Directive. Results of the tests of the Regions on
urEMODNET (Cartagena 29th March)
1.SURVEY ON PARTNERS SITUATION
THE QUESTIONNAIRE WAS AIMED ESPECIALLY TO KNOW WHETHER
THE ADMINISTRATIONS HAVE A DATA MANAGEMENT AND HAVE DATA
ON THE DIFFERENT MAREMED TOPICS
10 PARTNERS FROM 5 COUNTRIES ANSWERED
3 DATA LEVELS CHOICED FOR PILOT ACTION :
-SHORE LINE (CURRENT AND HISTORICAL)
-NATURA 2000 (SIC/ZPS)
-ADMINISTRATIVE UNITS (MUNICIPALITIES)
2.DATA ASSESSMENT
Ref. 6FP Humboldt project “Development of a
framework for data harmonisation and service
integration”
The form was elaborated in order to know:
• data features
• metadata compliant ISO 19115
• data structure
• WMS WFS services available
• services URL
2.DATA ASSESSMENT
Basic information requested, to be known for each spatial
data layers to start the process of harmonization :
• Native data format;
• Spatial Reference System;
• Nomenclature, terminology used;
• Metadata Model (ISO19115) URL;
• Scale;
• Extension (spatial, temporal and thematic);
• Procedures for data acquisition;
• Structure of the database (name of spatial level, column
names, column types, column length)
• Display mode (legend, classification, style);
• OGC web services (WMS,…) URL
2.DATA ASSESSMENT
NEXT STEPS
• INTEROPERABILITY TEST
• URL Web services (wms,wfs) publication on MAREMED
SITE
• DATA HARMONISATION
• Ur EMODNET
