EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
General info (1)
under Directive 2002/3/EC, MS shall
provide:
– monthly data: before the end of the
following month information on the
exceedance of information and alert
thresholds (1h max > 180 & 240 µg/m3)
– April – September data: not later than 31st
October information on the exceedances
of long-term objective for the protection
of human health (8h day-max > 120 µg/m3 )
and 1h monthly maximums for all stations

General info (2)
reporting forms & guidelines document
and other information related to
ozone in ambient air available on the
ETC ACC web pages at:

monthly summary information published
on the same web site

Summer report
tight deadlines:
... 30th October for data delivery
... 23rd November final version to to EEA
impossible to process late delivered data !
provisional non-validated data used
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Data delivery
use of EIONET CDR
do not duplicate delivery via e-mail
... confusing and time consuming to
check the duplications
... EU MS need to notify the Commission
by e-mail that the data has been
delivered to the CDR
follow the instruction of EIONET
helpdesk - use folder “European Union
(EU), obligations“ for data delivery
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Data files
use correct XLS files even if no
excedance was observed
... do not send only e-mail or upload text
file (letter)
... do not use MS Word, HTML formats
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Names of files
use correct names of files:
CCYYMRR.xls
CC ... country initials
(ISO 3166 alpha 2 code)
YY ... year, e.g. 04
M ... month, e.g. April = 4, …
for the summer report M = 0
RR ... the version number
starting at 01 for the 1st version
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
1h exc. reporting (1)
do not use one monthly file for delivery
exceedances info from more months,
use separate updated file:
... IT04401.xls ... April file from Italy
... IT04402.xls ... updated April file
do not forget to report exceedance of
information threshold in case of
reported alert threshold exceedance
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
1h exc. reporting (2)
do not forget to report information in
case of no exceedance occurrence:
... xls file with a text message “there
were no exceedances in COUNTRY in
MONTH YEAR”
do not write any information in tables
Alert and Information in case no
exceedances – write it in table on
Comment sheet
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
8h exc. reporting
report only one 8h value per day,
i.e. maximum 8h value, not all values
exceeded 120 µg/m3
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Data completeness in 2004
several stations missing in stations list,
but 8h, 1h exceedances and 1h maximum
data were delivered
no 1h monthly maximums delivered for
stations mentioned in station list
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Station’s info (1)
do not repeat list of stations every
month
... report only information on new
station(s) on Station sheet, information
about closing station on sheet Comment
and preferably the complete list of
stations operational during summer
season April – September on sheet
Station in summer summary file (most
of countries did it last summer)
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Station’s info (2)
use only recommended format for
geographical co-ordinates: do not use
format 19°36´32´´ or degrees, minutes
and seconds in separate columns
use correct abbreviations for Type of
ozone station as defined in Directive
2002/3/EC, Annex IV
U ... urban
S ... suburban
R ... rural
RB ... rural background
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Station’s info (3)
do not use national characters
(alphabet) in station’s names
use the same identification for the
same station every month: do not
deviate names of stations, codes etc.
... if it is needed due to reorganization
of networks, please, update all
previously transmitted monthly files
use EU code for station identification
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Last remark on data
All values are to be expressed in µg/m³.
The volume must be standardised at the
following conditions of temperature and
pressure: 293 K and 101,3 kPa
The time is to be specified in Central
European Time.
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Summary (1)
to correct all - although small mistakes in delivered files
before/during data processing is very
time consuming
main problem every summer is lack of
clarity or missing data in the metainformation of stations: it is huge work
to link exceedances information with
station meta data (using all available
sources, i.e. last year(s) ozone and EoI
data reported)
EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Summary (2)
use strictly rules described in manual
“Directive 2002/3/EC relating to ozone
in ambient air, Procedures and Formats
for the exchange of monthly and
summer reports”
