The issues of adaptation to climate change
have been integrated:
• Concept on Ecological Safety, Complex of measures
on ensuring ecological safety in the Kyrgyz Republic
for 2011-2015;
• Kyrgyzstan Mid-Term Development Program for
2012-2014;
• “Stability & Dignified Life” Program of the
Government of the Kyrgyz Republic;
• National Strategy for ensuring country safety.
Kyrgyzstan Actions on UNFCCC on
Adaptation to Climate Change
• First and Second National Communications:
- expected climate changes have been estimated for all country sites
until 2100;
- impact of expected climate changes on various areas has been
quantitatively assessed, such as
- condition of surface water resources,
- condition of glaciers,
- biodiversity,
- forest resources,
- agriculture,
- population health,
- climatic emergency situations;
- Measures on adaptation to expected climate changes and reduction of
impact on climate change have been developed.
Current Activity on Adaptation to Climate Change
• Following Second National Communication, development of draft
National Strategy for Adaptation to Climate Change has been
started that envisages adaptation measures on the following basic
sectors (end – October 2012):
•
water resources,
•
agriculture,
•
population health,
•
climatic emergency situations,
•
forest resources and biodiversity.
• Preparation of the Third National Communication on UNFCCC.
Current Activity on Adaptation to Climate Change
• Participation in regional transboundary water
management project (Chu-Talas water basin): coordination
of observed and expected climate assessment methods –
assessment of water assurance capacity in perspective –
adaptation measures of two countries;
• Participation in UNDP regional project on climatic risks
assessment and their reduction, primarily – emergency
situations;
• 2 adaptation projects on enhancement of urban water
supply and water resources have been submitted to
adaptation and special climate funds.
Priorities of Trends in Adaptation to Climate
Change
• Introduction of developments of National Strategy on adaptation
to climate change to Sectoral Plans and development programs;
• Support to implementation of developed adaptation measures in
the sectors, preparation of project proposals on their base;
• Continuation of the activity at the regional level on enhancing
transboundary waters management;
• Preparation of Climatic Profile that defines a strategic goal of the
country policy on climate change, ensures safe and sustainable
development of the Kyrgyz Republic including institutional,
economical, environmental and social aspects of development
under the conditions of the changing climate and emergence of
corresponding threats and challenges.
