Ocean Acidification and
Climate Change
Fang Jianmeng
Deputy Administrator
State Oceanic Administration of China
What China have done?
The excessive emission of man-made CO2 has been
regarded as the main factor in causing the climate change.
• Principle: Common but Differentiated Responsbilities
• Focus: Transform economic development model
• Achivements: CO2 in 2013 --- ↓ 28.56%
What China is doing?
• China reiterate the commitment to implementing the
domestic climate-change policy, making headways in the
sustainable development as well as transforming the
economic model to the green, low-carbon and
climate-adapted one.
What China is going to do?
 2020: per unit GDP CO2 emission
↓ 40% — 45% (compare to 2005 level)
 2030: per unit GDP CO2 emission
↓ 60% — 65% (compare to 2005 level)
 China's CO2 emission is expected to reach the peak
before 2030. We will work hard to reach the peak as
early as possible.
What SOA is doing ?
• Marine monitoring and marine scientific study
• Ocean-acidification response as part of the
“National Thirteenth Five-year Plan”
Example:
 Long-term observation campaign on the oceanair CO2 flux
 Key project of “Building China’s Offshore Ocean
Acidification Monitoring System”
Some facts about ocean acidification
Reality:
 Surface sea water is turning acid
But:
 Major control mechanism and critical stages of
ocean acidification development?
 Future potential impacts of ocean acidification
on the marine ecosystem?
 Acidification developments in the submarine
area, especially in the deep-sea water?
What we need to do?
• More monitoring data about the whole section of
the ocean around the globe
• International cooperation are called for in building
the global all-dimensional ocean-acidification
monitoring and observation network.
Lead by Example
In 2014 APEC Fourth Ocean-related ministerial conference
in Xiamen, China, APEC members undertake to encourage
collaborations within APEC on identifying, monitoring,
addressing and preparing for impacts of climate change,
ocean acidification and habitat change on ocean resources
including on fisheries and aquaculture.
Thank you!
