Session 1.1.1
Regional dialogue on climate change adaptation
• Regions have distinct conditions, but more exchange of
experiences between regions was recommended
• Regions have a role to play in downscaling climate information
to the national and subnational level
• WWDR: regions should be more actively involved at the global
level
• The global reports on development should be more harmonized
– For example: use the same scenarios and enable linking
Session 1.1.2
Adapting to climate change: waiting for things to
happen or trying to be prepared?
Do not wait for things to happen: act now while preparing for an
uncertain future
Adaptation is an integral part of development
Adaptation is about people
Adaptation calls for coordination and integration
Solid and shared information is critical to reduce uncertainties in
adaptation
Adaptation needs, not least in the poor countries, need to rise on the
political agenda
Session 1.1.3
Local actions – thinking beyond the water box
•
Inform COP, UNFCCC and CSD processes that hotspots include small islands, mountains,
deltas, arid areas and developing countries with less capacity to cope
•
Act now – lots is going on: share your experiences and learn from others
– Do best practice, low regret actions,
– Continue innovate and research and build with nature
•
Recognize that sectors have their own unique response (agriculture, energy, water supply,
environment etc.)
•
Enabling mechanisms to adapt need more attention!
– Communication, governance, finance, SEA - vulnerability assessments, IWRM, capacity
building
•
Commitment: Further elaborate analytical framework ‘Don’t stick your head in the sand’
•
Initiatives: IWA specialist group and ‘Connecting Delta Cities’
Session 1.1.4
Bridging the financial gap
•
Act now on adaptation, there is no need to wait
•
Global figures on financing climate change adaptation are relevant for the global political level
•
Governments should address the need to adapt to climate change and integrate adaptation
needs into their national development policies as soon as possible.
•
Only proven reliability, resiliency and robustness of adaptation measures will lead to
•
‘bankable’ projects.
Lines of action on the country/project level:
–
–
–
Act now through implementing best practices, no regret and low regret investments
Continue to improve the information and data availability
As required and possible, develop and implement climate justified measures considering
•
•
•
•
•
•
Flexibility
Best available and credible information
Governance mechanisms
Financing mechanisms
Resilience
Lines of action on a global level:
–
–
–
–
Continue to work on the assessment of the cost for adaptation to support global decision making
Continue to work an appropriate financing mechanisms (source and recipient)
Support sharing knowledge on all levels
Support capacity building on all levels
