1. INITIAL DEMAND TO SERVE FOR CDM
IMPLEMENTATION IN VIETNAM
• The key agencies and its functions.
• Implementing institutions including: CDM National
Authority. Identifying clearly targets of project, as
well as guideline to carry out CDM
project
development and implementation
• Establishing rules for CDM project approval and
implementation
• Strengthen for building ability and participating
legal framework

2.1 A number of following National Agencies and
Universities participated:
• Institute of Meteorological and Hydrology (Ministry of
Natural resources& Environment)
• National Centre for Natural Science & Technology in
that there are many Research Institutes participating
in climate change activities such as: Institute of
Construction Material, Institute of Biotechnology,
Institute of Geographic, Institute of Physic Globe,
Institute of Tropical Technique....

2.2 Analysing advantages, remaining problems and
challenges
Based on NSS results regarding recent related
investigations as well as review of existing regulations,
policies to draw advantages and remaining problems

• Climate Change Technical Expert Team has been
established soon. Number of senior experts from related
Institutes, Universities, NGOs participated in climate
change activities through implementing : Asian Climate
Change Project, ALGAS project, UNEP/RISO, CC: TRAIN,
Preparation for Initial National communication, NSS, etc.

• By carry out these climate change
projects, scientific knowledge and
expertise of expert, officers from institutes

long-term. The strategy is formulated and
presented at IX congress of Party

Existences and Challenges
• Awareness and Understanding on CDM of public in general and
of scientist cadres in particular is limited
• Technological knowledge, technical material base of several
main sectors is also limited
• Capacity to implement CDM of cadres, experts need improving
• In general, scientific development is low. Incoming average per
person is low with the value of about 400USD/year. Therefore
climate change and CDM issues are not interested enough.
• For CDM activities, institutional base and organization are only
on first steps. It impacts on participation of research and
training agencies.

3.1 Rating awareness and understanding on CDM
Actually, few people understand CDM. Therefore it
is necessary to raise awareness and understanding
on CDM. It is also the first activity for CDM Capacity
Development in the country.

+ Establishing and developing programs to raise
public awareness on CDM
+ Preparing and issuing CDM materials for raising

+ Propagating widely CDM through media. Promoting
consultative CDM activities
+ Conducting workshops on CDM
+ Integrating CDM knowledge manuals used for
teaching & training in schools and universities

b/ Participating National communications preparations
Participation of research institutes and universities in
preparation of National communications will raise
awareness and understanding CDM in the country:
+ Collecting, analyzing and storing data
+ Strengthening ability for technical Expert’s group
+ Development of local emission factors used for GHG
inventory; development and assessment GHG
mitigation options; development of climate change
adaptation measures will contribute an important part in
increasing capacity of participating organizations.

+ Establishing a net work on climate change for
collecting and sharing information
+ Publishing widely National Communication with
full text and summary
+ Establishing website on CDM

3.2 Capacity development and training:
 Developing and disseminating criteria to identify,
formulate and design CDM projects including calculation
and establishment of baseline, and project
implementation criterion
 Developing and introducing procedure regarding
validation, verification, monitoring and CERs certification
of CDM projects
 Encouraging development and gathering of CDM
experiences to exchange related information and
development of capacity of CDM participating agencies,
organizations in the country

 Encouraging development and gathering of CDM
experiences to exchange related information and
development of capacity of CDM participating
agencies, organizations in the country
 Encouraging development of CDM demonstration
projects for capacity development (learning by doing)
 Developing programmes to exchange knowledge and
experiences regarding CDM among non-Annex I
countries
 Conducting specific and technical seminars, training
courses, workshops

 Preparing and publishing CDM training materials
 Providing fellowship to train senior experts for CDM
implementation
 Integrating climate change issues into school

3.3 Institutional setup and transfer technology
• Design and formulate National CDM Authority (NCA)
• Strengthening capacity development for research
institutions, universities, including NGO to organize
these institution and establish National Technical
Expert Team with coordination of NCA.
• Transfer technology
• Collect information regarding suitable technologies
• Identifying and assessing suitable technologies
including assessment of their limitation
• Strengthening programs of exchange information
4. CONCLUSIONS
4.1 The CDM is creating opportunities and
challenges for developing countries like
Vietnam to develop project and attract
foreign
investors
for
sustainable
development & GHG mitigation contribution.
4.2 Enhance knowledge and understanding on
CDM is important for for both public and
research institutes/universities. It requires
support of the Government in beginning
period.
4. CONCLUSIONS
4.3 It is necessary to establish NCA as soon as
possible. In addition, Technical Expert Team should
be established soon to carry out CDM activities.
Members of the Team will be selected in related
main organizations. NCA has responsibility to lead
and manage the Team.
4.4 At present, it needs to develop capacity for
research institutes and universities. It plays an
important in creating manpower source to
implement CDM technical issues.
