started 1991
NATIONAL GREENHOUSE GAS INVENTORIES PROGRAMME
Since 1999 IPCC NGGIP (TSU at IGES/Japan)
Objectives and activities
to develop and refine an internationally-agreed
methodology and software for the calculation and reporting
of national GHG emissions and removals;
to encourage the widespread use of this methodology by
countries participating in the IPCC and by Parties of the
United Nations Framework Convention on Climate Change
(UNFCCC).

defined as: inventories that
are neither over nor
underestimates so far as
can be judged, and in which
uncertainties are reduced
as far as practicable

2006 Guidelines for National
Greenhouse Gas Inventories
UNEP
1996 Guidelines, GPG 2000 and GPG LULUCF
adopted by UNFCCC for producing inventories of
greenhouse gases for reporting to the UNFCCC
NATIONAL GREENHOUSE GAS INVENTORIES PROGRAMME
Annex 1 parties “shall” use the 1996 revised
guidelines and GPG
Non-Annex 1 parties “should” use these
guidelines but GPG is “encouraged”

UNEP
Accepted by IPCC – they
are the authors’ best
methodologies available.
NATIONAL GREENHOUSE GAS INVENTORIES PROGRAMME
Not yet approved by
UNFCCC for use as a
whole
However individual
methods can be used
within the 1996/UNFCCC
reporting guidelines
Non-annex 1 countries can
use them as they are
suitable for all countries
regardless of resources
and experience

Potential Activities include
Supporting material (including training material);
Extensions/Improvements (eg aerosols, wetlands, HWP,
CCS, use of data from trading schemes & projects, etc.);
Validation (comparisons with measurements, use of
inverse modelling, etc.);
Additional national guidelines (e.g. how to do projections);

Future Work Programme
Continued development of EFDB;
UNEP
2006 Guidelines completed
NATIONAL GREENHOUSE GAS INVENTORIES PROGRAMME
EFDB to support guidelines will be continued and
improved
New software for guidelines will be produced in
2007
Additional supporting material will be produced
Further activities to improve and support these
