III. the Progress of Phase I of NFMS for Cambodia
Since we are generally in Phase I stage, our progress in Phase I is reviewed.
Actions to be taken
Present situation
Define the national REDD+ strategy
 National REDD+ Strategy is now being
drafted.
 Target of completion is considered to be
August 2015.
Define the pillars of work of the NFMS
Definition of the satellite land monitoring
system, the national forest inventory
(NFI),and the national GHG inventory for
Cambodia is now being made.
Design NFMS and begin institutional and
technical capacity building on relevant
elements, including the national forest
inventory and GHG inventory, to allow the
measurable, reportable and verifiable
emissions and removals estimates due to
REDD+ activities
•Design of NFMS is now being discussed
intensively.
•Design of NFI, satellite monitoring system
and GHG inventory has been discussed
extensively and has started to finalize.

Need to determine:
 Overall design of NFMS and strategy for NFMS development

2. SLMS (Satellite Land Monitoring
System)
 May need to review two things based on the findings of actual
mapping:
 Land use/cover classes
 Details of mapping
 (Maps will be completed by the end of May 2015)

3. NFI (National Forest Inventory)
Need to make:
 NFI implementation plan (feasibility study)
Need to determine:
 NFI design (based on the feasibility study)
 Relation between NFI and satellite based forest monitoring system.

What are the guides used for planning and designing the National
Forest Monitoring System (NFMS)
 “National Forest Monitoring Systems: Monitoring and
Measurement, Reporting and Verification (M & MRV) in the context
of REDD+ Activities”, 2013, UN-REDD Programme.
 This UN-REDD document outlines methodological proposals of the
UN-REDD Programme to implement NFMS. While it is still a
proposal and each country can design its own NFMS, basic
requirements are the same.
 It the guideline, more detail on technical
aspect and statistical approach

Challenges for Development of National Forest
Monitoring System
 Limited Human resources
 MRV/REL Technical Team don’t have good understanding on development of
NFMS
 Lack of Knowledge for Awareness (documents, methodology, consultancy
etc.)
 Limitation of Cooperation between intergovernmental agencies
 How to integrate all source of document to support NFMS and provide the
robust system
