1. Introduction
The Committee on Food Security and Sustainable
Development provides statutory guidance in the
development and implementation subprogramme.
This report is being submitted to this 8th session of
the committee in order to:
Apprise the Committee on the progress made and seek
guidance on the further implementation of the
subprogramme ’ s planned outputs for the biennium
2012/2013;
Solicit guidance from the Committee to inform
preparation of the subprogramme for the 2014/2015
biennium, taking into account the lessons learned
during the current biennium and emerging priorities
on food security and sustainable development at
global, regional, subregional and national levels.
2. Objective & Expected Accomplishments
Objective:
To “Promote food security and sustainable development
including addressing the challenge of climate in Africa
in accordance with the priorities of the AU and its
NEPAD Programme, and the JPOI.”
Expected accomplishment 2012-2013:
Enhanced capacity and engagement at the national,
subregional and regional levels to develop and
implement appropriate policies, strategies and
programmes for achieving food security and
sustainable development; and
Improved capacity of member States to mainstream
climate change into development policies, strategies
and programmes.

Main thrust of the subprogramme
Supporting countries to achieve sustainable development
through capacity for balanced integration of environment,
economic and social pillars in the development and
implementation of policies, strategies and programmes.
Strengthening the capacity to develop and implement
policies, strategies and programmes to achieve food
security including responding to the challenges posed by
volatility of food prices
Promoting regional cooperation for the development of
strategic agricultural commodity value chains
Supporting African countries to respond to the challenges
posed by climate change
Strengthening the capacity of African countries to develop
and implement land policies - Support to implementation
of the AU declaration on land
Provision of Regional Advisory Services in Water and
forest Resources Development and Management.

Sustainable development and climate change:
(I) Sustainable development: Support to Africa’s Regional
Preparations for and participation in Rio+20 including:
Preparation and dissemination of regional and subregional
review reports on the Rio+20 themes and the Africa
Consensus Statement
Support to consultative meeting of African negotiators for
Rio+20
Support to a retreat of African ambassadors and Rio+20
negotiators to strategize on Africa’s collective negotiating
position
Preparation of analytical papers on the Institutional
Framework for Sustainable Development, Means of
Implementation and Sustainable Development Goals
Analysis of the draft text of the Rio+20 outcome document
Holding of Africa day and Side events at Rio+20

Implementation of key activities under the field project on
“ Strengthening the capacity of member States and regional
and subregional entities to develop and implement policies and
programmes on climate change and development through the
African Climate Policy Centre (ACPC).

(I) Promotion of regionally-coordinated value chains of strategic
food and agricultural commodities
Expert Group Meeting on the development and promotion of
maize, rice and livestock value chains in the ECOWAS subregion
Report to the CFSSD on the development of strategic agricultural
commodity value chains for food security and sustainable
development in Africa
(II)Food Security policies
Report to the CFSSD on the status of food security
(III) Land policies
Implementation of major activities under the field project on
Strengthening the capacity of member States, and regional and
subregional organizations for land policy formulation and
implementation in Africa through the joint AU-ECA-AfDB Land
Policy Initiative (LPI)

Non-recurrent publication: Compendium of thematic review
reports on biodiversity, biotechnology, forests, mountains
and tourism.
Expert group meetings on Assessment of biodiversity,
biotechnology, forests, mountains and tourism in Africa
Technical material: Support to ECOWAS Commission to
establish a knowledge management platform on trade and
environment
Implementation of the ECA-UNISDR project on Strengthening
Capacities of African Policymakers to Mainstream Natural
Disaster Risk Reduction into National and Regional
Development Policies and Strategies
Continued implementation of key activities under the field
project on “Strengthening the capacity of member States and
regional and subregional entities to develop and implement
policies and programmes on climate change and development

transformation in the new global context: challenges,
opportunities and policies options

global context: challenges, opportunities and policy
options

Regionally Integrated Livestock value chain in Eastern
and Southern Africa
6. Highlights of Results Achieved
Strengthened capacity of the AU/AUC and RECs to
lead, coordinate and support African countries in the
Rio+20 processes.
Africa effectively participated and achieved a
favourable outcome at Rio+20
Enhanced knowledge and skills of the staff of the AUC,
RECs, RBOs, specialized regional institutions and ECA
in disaster risk reduction and disaster management,
particularly disaster damage and loss assessment
Strengthened capacity of member States to effectively
participate in international climate negotiations
Enhanced awareness of LPI stakeholders’, member
States and regional and subregional organisations on
land policy formulation and implementation in Africa.

Expert Group Meeting: Review of the Fifth issue of the
Sustainable Development Report on Africa (SDRA-V)
Non recurrent publications: Climate change and development
in Africa: Priorities and policy options; Transboundary Water
Resources in Africa - An Assessment of Progress made since
the adoption of the African Water Vision 2025
Technical material: Developing analytical tools for improved
decision-making and informed debate on agriculture and rural
transformation; and Maintaining and managing the regional
agricultural market information systems in Africa
Contribution to joint outputs: Contribution to the meetings
and outputs of the UN WATER
Contribution to the meetings of the thematic clusters of the UN
Regional Coordination Mechanism for Africa (RCM-Africa)
Advisory services to member States, RECs, AU and its NEPAD
programme in the areas of food security and sustainable
development
8.
Lessons learned and the way forward
Need to mobilize adequate resources for the
implementation of subprogramme activities, given the
wide range of initiatives needed to help countries to
address food insecurity, climate change, and promote
sustainable development including through effective
implementation of Rio+20 outcomes.
Need for advocacy to raise the profile of food security
and sustainable development issues in development
cooperation policies and programmes
Need for Africa to fully engage in the UN-GA processes
on the follow-up to Rio+20 Outcomes, to ensure that
they take into account the region’s specific needs and
priorities. In this regard, facilitation and support from all
partners will be crucial
In the context of the joint secretariat, ECA, AUC and
AfDB should play a key role in improving coordinated
and collaborative support for food security and
sustainable development to the RECs, member States,
and major groups
9. Proposed Programme for 2014-2015
Biennium/1
Objective:
To promote food security and sustainable
development, including addressing the challenge of
climate change in Africa
Expected accomplishments:
Enhanced capacity of member States and their
intergovernmental bodies to formulate and
implement food security and sustainable development
policies, strategies and programmes; and
Improved capacity of member States and their
intergovernmental bodies to mainstream climate
change into development policies, strategies and
programmes.

Biennium/2
Projected focus of the subprogramme in the 2014-15 Biennium
Expected to largely remain the same as the current biennium,
namely, strengthen capacity and promote policies:
For Sustainable development
To achieve food security
To promote strategic agricultural commodity value chains
To develop and implement land policies
Develop and manage water and forest resources
Important Considerations in the development of the Proposed
Programme include to:
Take into account lessons learned and way forward proposed from
the current biennium;
Consider emerging priorities, requests and mandates from member
States, AU and legislative organs including CFSSD-8, in the areas of
food security and sustainable development
Among these are the requests and mandates contained in the
Rio+20 Outcome Document, ‘The Future We Want.’
