-Concrete actions such as additional financial support, technology transfer
●developed countries ( EU etc.)
-More action- oriented and influential outcome document
-Necessary to upgrade UNEP to a UN specialized agency (EU)
(2) Negotiations on the zero draft (chapter 1 and 2)
●Each state explains its own proposals and makes preliminary comments against other states’
proposals.
●Developing countries emphasize ‘The principle of common but differentiated responsibilities
(CBDR)’.

● Many amendment proposals from developing countries and EU(zero draft grows from 19
pages to 206 pages.)
● Each state makes substantial comments against other states’ proposals
● Developing countries keep the cautious attitude to green economy.
