Why Maputo is vulnerable to be

•located at the extreme South
• pathway of cyclones, sea-levelrise
•most densely populated urban
area in Mozambique (1.1 million
inhabitants

Level Map prepared by
Fews Net, Maputo City
(red color ) is clearly one
of area at Very High
Risk. Evidence of floods
in Maputo in 2000 &
2007.

• This is a Drought risk Level Map which indicates also how the
green peri-urban areas can be affected (ex: peri-urban agriculture
for vegetables) in Yellow color

Maputo, which are the most
populated;
• This National Institute for
Disasters (INGC) Study on the
Impact of climate change on
disaster risk in Mozambique
which Maputo predict the sealevel rise up to 5 meters by 2030.

pollution concentration for example NO2 Mapping
distribution
How MMC is responding to CC
Currently?
• Institutional response
– Adoption of the Maputo Development Programme
(PROMAPUTO) with vision of 10 years
– Conceived in two phases, being the first phase of 3
years (2007- 2009) concentrated in tree priorities areas:
• the slope of institutional development,
• improvement of the municipal finances and
• integrated urban planning.
– The second phase (2010-2016) will continue with:
• depth the institutional development,
• reinforcement of the municipal finances and,
• significant growth of interventions in the services delivery
How MMC is responding to CC
Currently?
• Institutional response
– Adoption of the Maputo’s Municipality Master
Plan
• Support for decision-makers
• Guide for futures urban planning activities and
interventions
• Provides cartographic information of sensitive areas,
actual land use, relevant information's
For example the Master Plan has cartographic information like a
new Land Use Map of Maputo City
How MMC is responding to CC
Currently?
• Adoption of UN-Habitat Cities & Climate
Change Initiative - CCCI
– MMC has officially adopted the CCCI project
– MMC has appointed a focal unit to deal with.
• By this the MMC is demonstrating his political
willing in order to have:
– A proper climate change adaptation/mitigation
strategies, tools and methods for urban areas,
What is the expectation of MMC with
CCCI?
• To Receive necessary technical Support in
developing long-term development
plans/visions and short/medium term
strategies to face climate change issues;
• To see demo projects on mitigation and
adaptation to climate change (including lowcost energy efficient/zero emission housing)
be implemented (like CDM projects) in waste
management.
• Finally, we would like to say that the GOV. Maputo
Council have no doubt about the strong importance
of CCCI implementation for Maputo Municipality
Council and,
