Joint Adaptation Standards (JAS)
• Govts: developing plans for
adaptation
• National Adaptation Plans (NAPs) or
national policy framework
• What is available: UNFCC’s technical
guidelines on NAPs (produced by
LEG)
What is JAS?
• A code of good practice for national
adaptation planning ensuring that the needs
of poor communities most vulnerable to
climate change are met, and their rights
respected.
• They’re jointly developed by civil society from
different countries
• The standards are negotiated & refined in
each country jointly by CS, Govt & other
stakeholders.
Purpose of having a JAS?
• To promote a coherent approach btw govt.
departments & climate sensitive sectors;
• To provide a common language for ongoing
dialogues btw CSOs, Govt & other
stakeholders;
• To identify necessary changes to policy and
practice;
• To influence donors & decision makers who
control adaptation funding
QUESTIONS
• What aspects of government policy and
practice have helped climate change
adaptation work for vulnerable communities?
• What aspects of government policy and
practice have hindered successful climate
change adaptation?
What could go into a “standard” of what
good national adaptation planning?
• Framework – how plans for adaptation should
be structured and institutionalised
• Process – how such plans are developed and
monitored
• Finance – how will the funding be raised and
managed
• Content – what should actually be in the plans
