Starting point (2009ish)



Need of a critical mass of Mozambicans prepared to respond
to the challenges and opportunities of CC
Many ideas and proposals for the creation of centers dealing
with:

DRR and CC

University research and Master Courses on CC

Climate data research (Meteo – INAM)
Existing universities, institutions and research centers
already undertaking relevant applied research:

SETSAN - Food Security

IIAM – Agriculture research

CERUMs and CDS

Specifically, 6 international Centers were
analyzed
Awareness raising/information
Research
Information center and
portal for climate change
adaptation under Danish
Ministry of Climate and
Energy that collects and
makes information available
through website
German public-private
research institute focused on
applied research on specific
issues relating to country
needs
UK climate change research
center focusing on
multidisciplinary adaptation
research, external
communication, and
education (through partner
universities) and influencing
key decisions
African Center for Climate
and Earth System Science
under CSIR in Cape Town,
SA, that provides broad
range of training and
awareness-building
programs
South African public network
focused on environmental
research and observation,
envi-ronmental information
management and capacity
development/
training

Training
Advisory
Public affairs research
institute sponsored by
private companies and
foundations that conducts
research and advisory
services on functioning of
governmental institutions and
agencies
BEST PRACTICES
These institutions provided key learnings to design
a Knowledge Center in Mozambique
Key best practices
Overall governance
and organization
Function-specific
insights
Awareness building
Education
Research
Advisory
▪
Independent management with supervision in strategic committees
▪
Management scrutiny by senior-level supervisory board and function-specific
counseling groups/committees
▪
Organization with 2 core areas + administrative units, separating pure research
from externally-oriented coordination unit
▪
Emotional message appealing to target population “good instincts”, complemented
with appeal to individual self-interests
▪
Clear visual draw towards essential information in web portal (attracting occasional
browsers), segmented approach for more technical data (individuals, business, and
municipalities)
▪
Detailed climate data provided online
▪
▪
Wide range of programs from academic masters to short online courses
Leverage on alumni network
▪ Emphasis on applied research, addressing country needs with limited set of specific
themes
▪
Research on end-to-end adaptation rather than generic climate sciences
▪
▪
Strong partnerships with strong “brands” in scientific community
▪
▪
Low-cost advisory model with option to sell/publish reports
Focus on building bridges between academia and businesses

Knowledge
Center
proposals
STAKEHOLDER CONSULTATIONS
Stakeholder workshops and interviews provided
valuable insights for the Center
Key insights
▪ Focus on applied research – addressing specific government, companies and people needs – on end-to-end
Mission and Vision
climate change adaptation solutions in Mozambique (from design to funding and implementation challenges),
as well as future climate-friendly development models
▪ Short-term focus on awareness and education, to promote theme that is relatively new for Mozambican
people and institutions
Research
Awareness
▪ Carefully listen to each sector of the society to understand needs before launching research projects
▪ Cover not only climate science, but implementation aspects of adaptation (engineering, economical capital
prioritization, sociological studies of barriers due to people behavior
▪ Focus on climate change messages appealing to people and companies individual interests to gather interest
▪ Combine communication means, leveraging informal networks to reach all stakeholders
▪ Complement academic programs with professional programs and volunteer-oriented reaction-focused short
courses
Priorities
Education
Advisory
▪ Gradually leverage results from applied research and bring them to potential beneficiaries in the public and
private sector
▪ Governance model including all relevant stakeholders, but ensuring independence of executive decisions
▪ Key role in the function of the General Manager, linking funding to projects
▪ Lean team, focusing the Center resources on “market research and development” functions and leveraging
existing and international scientific talent on a project-by-project basis
Design
▪ Flexible organization, to accommodate evolving priorities according to needs

How can the center contribute to improved
building
knowledge and decision making ? 4blocks
of KC

▪ Research and share climate change
knowledge through references
▪ Research technical and scientific
adaptation and mitigation
measures
▪ Develop models to assess climate change
impact

▪ Provide graduate education on science,
policy, and management of climate
change
▪ Provide short-term training and
research models in climate change
▪ Create interchange opportunities
Advisory Services
▪ Provide advice on climate change to
planning and investment decision-makers
on urban, rural, and local areas
▪ Respond to information and advice
requests from private and public sector,
governmental entities, scientists and NGOs
Design principles



Consideration of Public-Private Partnership or alternative
sustainable (financial) model
KC to be created and hosted at the Mozambique Science
Academy, Min Science and Technology
KC built to deliver services and leverage synergies on the 4 key
dimensions of knowledge management for CC

KC light, flexible, and cost efficient structure

KC built around a nucleus of specialists and existing organizations

with specific services provided by a network of partners

in close relationship with relevant institutions (Meteo, Env, DRR, …)
1. Lessons identified (what worked? what didn’t?
why? And what would we have done differently?)




Developing an independent study based on other
countries best practices in establishing KC for CC
Brought diffferent stakeholders together to joing efforts
Stakeholders committed, understanding the positive
contribution of the Center to the country and to their work)
Establishment of KC is a political decision  delays
almost demotivated stakeholders  NCCStrategy gave
new force and legitimacy to the initiative and is now
going ahead
2. What did AAP actually deliver from the
process ?



Base Study – business case & strong analysis of best
practices of KCs on CC Adaptation
Stakeholder workgroup [continues still to meet to
carry the project forward till KC implementation]
Short graduate course on DRR & CCA for technical
gov staff  AAP Pilot with UEM already undertaking some
needed activities..
3. How are we making the results sustainable for
the future ?


Core group of stakeholders (inter-agency) has
now the practice of getting together to check on
progress and agree on concrete next steps
National CC Strategy – the KC for CC is now
inscribed in the strategy as one of its key
components
