Climate Protection and Renewable Energy:
Medium and Small Communities facing the
Challenge
What can small and medium-sized
communities do to limit their impact
on climate change?

Greetings from Lahti !
- 7th largest city in Finland, 100 000 inhabitants, 100 km
north of Helsinki
- Famous for winter sports, environmental technology
research and companies, industrial design

The EU greenhouse gas reduction
targets
Based on:
-
The UN’s Framework Convention on Climate Change (Rio De
Janeiro 1992)
-
The Kyoto Protocol (1997)
Restriction of GHG emissions during 2008-2012 to the levels
specified in the treaty (compared to year 1990)
-
”Climate action and renewable energy package” by EU on
28/01/2008
Targets: 20% reduction of GHG emissions, 20 % increase in the
share of renewables, 20 % cut down in energy consumption, 10 %
increase in the share of bio fuels in transport sector

Communities and climate change
- What is our role?
• Emissions are generated locally (energy, industry,
transportation, agriculture & wastes)
• Communities create the basic conditions for living, working and
commuting
• Many communities are important energy producers/owners´ of
energy plants
• Communities have an inherent responsibility for a healthy and
safe environment and functioning of the society
• Communities are usually responsible for primary and
secondary education and have an impact on attitudes and
behaviour of the people
• The political and civic groups in the community influence the
development

Political decisions and strategies
• Designing and adopting local and regional climate strategies
• Implementing them in practical solutions
• How can we look far enough into the future, how can we look at
larger entities than our own municipality or region
“Greenhouse gas emissions in the Lahti region in 2015 will remain
at the same level as in 1990.
Specific consumption of electricity in properties owned by the city
(kWh/m3) in 2015 will be 10% lower than at present (in 2005).”

Spatial planning
•
The long term aim is to create a sustainable spatial structure – a radical change is
needed on community and master plan level disregarding the community borders
Also on the shorter term there is a lot to be accomplished:
– Avoid sprawling in urban structure
– Integrate planning of energy, transportation and buildings
– Support public transport
– Promote biking and walking

Energy production and use
• Promoting low-energy constructions, through construction
regulations and voluntary means
• Promoting district heating and CHP – areas with compulsory
joining to district heating systems except for low-energy
houses?
• Changing from fossil heating fuels to wood based and other
renewables
• Biogas utilization of waste and sewage sludge
• Procurement of less energy consuming equipment, goods or
services and purchasing electricity produced by renewable
energy sources
• Execution of energy audits and promotion of energy efficiency
in municipal buildings and activities
• Steering of street lighting and other public lighting

Energy production in Lahti
•District heating covers 90% of
buildings
•Combined heat and power
•Gasification of recovered fuel
(REF) reduces CO2 emissions
about 10 %
•Gas from landfills is gathered and
utilised in energy production
•New gasification plant (160 MW)
with gas purification for extended
use of waste and biomass?
•Increased efficiency and new
solutions in buildings using district
heating

Combating climate change is a global
mission, we want to be in the forefront in
our own actions and in developing the
research and business in the city
We ask other cities and municipalities to
join us in this struggle!
