BRIEF INTRODUCTION ABOUT
CIFPEN
• Establishment date: February 2005
• Total number of member: 45 member organisations (43
official members, 2 observer organisations)
• Donors/partners: ActionAid, CARE International, VECO,
EC, Oxfam America and some others
• This is the only network focused on Food Security in
Vietnam and a member of IFSN;
• CIFPEN is now implementing the project “Strengthening
the International Food Security Networks (IFSN) for
ensured Food Security and Nutrition”, funded by EC and
ActionAid (Duration: 2009 – 2012)
• Mission: To increase linkages among civil society
organisations (CSOs) to encourage activities for poverty
reduction and food security in Vietnam.
• Specific Objectives:
1/ Building capacity and coordination between
organisation members with other CSOs at the
community level in order to provide better services to
poor people in the fields related to poverty reduction and
food security;
2/ Sharing experience, information exchange
between member organisations with government
authorized agencies;
3/ Promoting dialogue with government agencies,
bringing voice and interest from the poor and
disadvantages people to policy makers; contributing to
the adjustment of existing policies and policy making
process.

Main Activity
• Conducting research, survey, evaluation and
developing models;
• Capacity building for network members on different
knowledge and skills (mainstreaming gender in food
security, value change analysis, research skills,
advocacy and policy feedback…)
• Organise workshop, thematic seminars, forums for
sharing information, experience on food security and
sutainable agriculture;
• Policy feedback and Advocacy activities (through
research/survey, consultation workshop, model
development, campaign (HungerFree)
• International cooperation and Fundraising
CIFPEN with Climate Change issue
Target group:
We focused on farmers, poor people, farmers at small
scale agriculture production.
Scope:
• CC mitigation from agricultural production and life
activities
• Response to climate change at household and small
community scale (hamlet, village…commune)
Approach:
• Saying & doing
• A specific action is better than a dozen of programs
• From small to big (projects from member organisations > transfer, provide consultancy to big projects, programs)
Some typical activities relating to
CC of CIFPEN
• VACVINA Biodigester (CCRD- funded by ETC) - Thanh Hoa, Nghe
An and some other provinces
• Improved cook stoves (PED-funded by ETC) -Thanh Hoa, Thai
Nguyen.
• Organic agirculture and Organic fertilizers (by 12 member
organisations)
• VAC models: (CCRD and some other organisation - 18 org.)
• Desertilization prevention(CERPA).
• Rice cultivation with advanced technique (4 member organisations)
• Research on technical solutions for helping farmers, small holders to
mitigate and adapt to CC
• Training on CC mitigation and adaptation to farmers, small holders
• Models on small community in CC response (PED- funded by OHK)
• Earthworm breeding (6 member organisations)

• Nearly 70% population – more than 10 millions of
households living in rural, muntainous areas
• 90% households living in rural, mountainous which doing
agricultural production, mainly at small scale.
• Small scale production households but with diversify on
production subjects ( plant and animal)
• CC mitigation action in the agriculture should be at first
action from each farmer, each subject, production
behaviour.
• Action/ skills on CC response at first should be
action/skill of each farmer, each household and small
community.
Small holders with CC adaptation and
mitigation
• Indigenous knowledge (IK) is being fallen into
obvilion and there is no condition for application
• Advanced technique/ solutions for CC
adaptation and mitigation are still general
• Technique transfer system is conducted a very
little and less effective
• Support/ assist and point of view/ sustainable
method
• From pilot model then dubplicate
• Approach to the poor
CC mitigation from the farmer–
behaviours should be changed
• Burning straw, sugar cane’s leaf on the fields
• Burning forest for fields in the
mountainscultivation
• Manure of cattle, poultry is uncontronlled
• Using electricity stimulation, explosion for
catching aquaculture
• Using inorganic fertilizer in unappropriate way
• Using wood as fuel/ organic fuel with low effect
(3 leg-tripod)
• Process cattle, poultry when they suffer
diseases
Farmer response to CC – Raised
problems
• Depending more and more on the market prviding
seeds, breed, fertilizer, pretiside.
• Indegenous plants animals having high adaptation, good
gene soruce but are not preserved for development
• Traditional solution and techniques, life skills which are
not practiced
• Small community interaction, cooperation is less and
unfirmed .
• Lack of affect possible options and response effective.
• Lack of specific adaptation solution for each specific
situation.
• Method with at site 4 (5) is still on the sky.
• Staffs at the grassroot level learnt from higher leaders –
direction by the paper/document
