Large Infrastructure 2014- 2020
 The LIOP embraces significant investment needs in three
sectors: transport, environment and energy.
 Support for the Environment sector addresses the two
directly related thematic objectives (TOs):
–No. 5 promoting climate change adaptation, risk
prevention and management
–No. 6 protecting the environment and promoting
resource efficiency
Financial allocation for the Environment sector - 4.199
billions (€) representing 37.58% of the LIOP allocation(EU

MANAGEMENT SYSTEM for
LIOP 2014- 2020
•
The Ministry of European Funds is the Managing Authority for LIOP
2014- 2020. MEF will take over the function of MA for transport,
environment and energy sector.
•
The existing MAs (Transport and Environment OPs) have been fully
transferred within the MEF structure so that the existing expertise to be further
capitalized.

General framework for ENV SOP

Intermediate Bodies for SOP ENV
• Intermediate Bodies are public organizations, financed
from the state budget and directly subordinated to the
MEF.
•Each IB will receive tasks regarding programming,
monitoring, financial control and reporting on the basis of
a Delegation agreement signed with MA.

CONTEXT of the phasing process
The phasing process - involved a detailed analysis on the possibility
of settlement of some components, without influencing the projects
indicators, in order to limit the risk of having the not finalized/not
completed projects at the end of the 2007-2013 programming period.

be finalized within two phases
