PROCUREMENT IN THE IMAGING DEPARTMENT :THE NEED
FOR UNDERSTANDING TECHNICAL SPECIFICATIONS

Procurement is the function
responsible for the acquisition of
goods, works or services in an
Organization.
To Procure is to purchase.
In Government there are three
main ways of purchasing:
 Cash Imprest
 Invitation of Quotation
Open National Tender
Procurement in Kenya is Guided by the PPOA
(2005)
The Public Procurement Oversight Authority was
put in place to ensure proper conditioning
exist for economic, efficient and transparent
use of public funds and to induce, competition
and equality of tenders in Public Procurement
Procedure.
A Tenderer is a domestic , foreign,
legal or natural person offering to
supply goods, services or perform
work assignments.
Chapter 12 (Twelve) of the Kenya
Constitution also stipulates ways on how
“Public money shall be used in a prudent
and responsible way and financial
management shall be responsible and
fiscal reporting shall be clear.”
Five things are considered when
purchasing;
 Right Quantity (Through statistics)
 Right Quality
 Brought in at the right time
 Brought for the right place
 Brought at the right place
- Goods are items that are tangible.
- Works; Contractor is hired to get material to
put up a structure.
- Service – Non tangible elements.
Procurement should involve only needs. Needs
are identified by users before procurement.
Therefore procurement involves processes
undergone from when a need is identified
upto the time the need is fulfilled.
Procurement Cycle
Need is identified, approval is
sought from the AIE holder,
Preparation of specifications, Identify
supplier (source), delivering of the
item, storage(After proper marking
and verification).
Specifications or Specs is a term
mainly used in the acquisition of
many items. In a Radiology
department, these include
equipment, supplies and contrast
media.
A specification is a technical
standard, tailored to perform certain
functions. It is also a set of
requirements satisfied by a material,
design, product or service. It is
detailed and exact as well as peculiar
In my station, a technical evaluation team sets
specifications and ideally will comprise of the
following;
 A Radiologist.
 A Senior Radiographer
 An Engineer
 A Supplies professional and
 A Senior person (Nurse),from another
department, whose department will need
Radiological Services.

Apart from experience, it is also important to
bench mark, search internet etc
