Purpose and Intent
 Encourage development that enhances the
environmental and aesthetic conditions that
contribute to the quality of life in Pierre.
 To achieve this purpose, a minimum standard of
landscaping is prescribed to lessen the adverse
impacts commonly associated with development.

 Maintain and protect property values, create
transitions and reduce negative impacts of
surrounding land uses
 Provide relief from traffic, noise, heat, glare & dust
 Enhance the aesthetic appearance of city
 Reduce soil erosion & storm water runoff
 Reduce the effects of heat through provision of
shade
Requirements
 Require XX trees per XX feet of frontage
 For parking areas exceeding XX spaces –
require interior planting islands
 Require a planting strip adjacent to the
public street
 Require a landscape plan
Requirements
 Apply to new construction & major renovation
projects
 Shall not apply retroactively or to any building
permit already issued unless there is major
renovation.
 Exempt Central Business Area with zero lot lines

 How to apply to properties being paved or where
existing pavement is replaced/resurfaced
 Which zoning districts shall be exempt from the
requirements (single family, 2-family, Lt. Ind., Heavy
Ind., Industrial Park)
 Who handles variances or exception
