Principles of (Road) Noise Control Policy
Integrated environmental approach
Ranking of instruments and measures:
1. Reduction of the private motorised traffic
for climate protection, air pollution and noise control, road
safety
2. Reduction of the sound emissions
Vehicle sound emission reduction
Speed limits
Low noise road surfaces
Electrically driven vehicles (busses, lorries, motorcycles)
3. Reduction of the sound propagation (e. g. barriers)
4. Sound insulation of buildings (e. g. sound proof windows)
Target Values are needed to trigger noisemeasures during
the coming transformation of urban traffic !

Measures at source / European Level:
Sound emission limits for road vehicles
Regulation 540/2014/EU
Full implementation in 2037!
German Federal Environmental Agency (UBA):
Exposure reduction in real traffic : 1 dB(A)
(0.05 dB(A)/year)
Should be evaluated as soon as possible: 2021 !
Regulation 1222/2009/EU Labels for tyres
- noise, fuel saving, security European Standards for Low noise road surfaces
Strongly needed for a consistent, integrated European noise
policy:

Conclusions
A consistent, integrated European noise policy –taking into
account new noise effects results - still missing: White
Paper Noise Policy
Transport Noise: Integration in a policy for sustainable mobility
(internalisation of external effects , see White Paper 2011)
END should be the Framework Directive for the European Noise
policy and integrate both emission and immisson regulations
with mandatory targets:
Improvement of sound emission standards based on
eletrification of (cars), buses, lorries and motorcycles
END should be improved:
Noise effect based (WHO) reception limits or – at least –
target values
Deadlines for the implementation of action plans

• Motorways: New porous asphalts ΔL

• Innerurban roads: double-layer
porous asphalt: ΔL = 6 dB(A) 8 years
after installation
• Innerurban roads: Sound optimised
asphalt in Düsseldorf LOA 5 D, for
cars ΔL = 5 dB(A) (no increase in
costs compared to conventional
surfaces)
• Problem: certification
