Cost of building a warehouse in Delhi & Mumbai has been taken as
50 times per Capita National Income ($ 1599 ).
Actual per Capita income of Delhi is $12,747 & Mumbai is $7,005
Methodology is based on perception of responding architects for a
hypothetical case of Warehouse. No such permission was granted in
last 5 years by Mumbai or Delhi
World Bank did not capture the reforms done in 2016 fully.

Conditions for Environmental Clearance
The notification stipulates different environmental
conditions for buildings and constructions as per the built
up area:
(Category'1': 5,000 to less than 20,000 Square
meters)
(Category'2': 20,000 to less than 50,000 Square
meters)
(Category'3': 50,000 to 1,50,000 Square meters)
Salient Features of the Notification
•
Widens the scope of environment conditions
(Includes buildings of the size below 20,000 sq.m. for the first time)
•
Mandates creation of an Environment Cell in ULB consisting of
experts to be hired on contract
•
Provisions are quite wide in scope
•
New provision of appointing Qualified Building Environment
Auditors (QBEAs) to assess and certify the implementation
•
Additional fee to be levied on applicants for EC assessment
•
Provision of Continued Compliance of the project every five years

Related to Notification
Regarding Notification:
• For continuous monitoring, instead of report of
QBEA after every 5 years, a self-declaration system
may be introduced, of which,5% could be randomly
verified.
• Environment Cell constituted by a large city may be
allowed to serve the surrounding smaller cities.
CRZ- NOC may be made online
Mumbai has requirements for CRZ permissions from MoEF &
CC which may be integrated with their online building permission
system to be cleared in 15 days
Ministry of Civil Aviation
•
Issue 1: Normally, permissible height given under NOCAS, is
increased through appeal procedure consisting of a review
survey, costing Rs 22 lakh & visits to Delhi.
Suggestions :
•
To save cost and time to applicants, Municipal Corporation of
Greater Mumbai may pay for the review survey in the entire
area by way of a single study. This will obviate the need for
individuals to file appeal.
•
Issue 2: CCZM to be shared with balance 51 Million plus
Cities
Ministry of Railways
•
Clearance/NOC for any construction activity which is 30
meters from Railway Properties is required and it takes very
long time.
•
The permissible building height allowed in regulated areas is
half of distance from railway properties. However, in case of
Metro Rail, such restrictions are applicable only up to 11
meters from their tracks.
Suggestions:
•
•
Railways to develop an online system for issuing NOCs
and integrate with Online Building Plan Approval System
of ULBs for granting within 15 days.
Revisit the regulations ( only 11mtrs as in DMRC)
Ministry of Defence
•
Ministry of Defence vide order dated 21st October, 2016 has
reduced the security barrier from 500 meters to 10/100 meters
for the construction activities in and around the identified
defence installations.
•
Naval Authorities are awaiting similar separate instructions.
Suggestions:
•
Ministry of Defence may issue necessary instructions to naval
and air force authorities for adhering to revised restrictions
for their identified establishments/installations as mentioned
in MoD letter dated 21st Oct 2016.

•
Remaining 13 monuments in Delhi to be mapped
•
CCZM for monuments to be shared with all other Million
plus cities
DIPP
•
World Bank to be persuaded to correctly reflect the cost of
construction of the warehouse using per capita income of Delhi
and Mumbai for calculating percentage cost of building plan
processing fee.
•
Formal interaction of World Bank Contributors for their
understanding and verifying the reforms undertaken may be
arranged with MoUD and ULB officials.
