amended by the Planning etc. (Scotland) Act 2006

Changes introduced by 2006 Act
• New duty to prepare development plans with the objective
of contributing to sustainable development
• Replacement of structure plans and local plans with
strategic development plans and local development plans
• New duty to review development plans on a five-yearly
basis
• Some supplementary guidance gains status of being part of
the development plan
• Requirement for a development plan scheme
• Local plan inquiries replaced with plan examinations …
• … the removal of the right to be heard at examinations
• Reporters’ recommendations from examinations become
largely binding

Development plans should
• Be succinct
• Set out ambitious long term visions for their areas
• Be prepared more quickly …
• … and reviewed more frequently
• Provide a practical framework for decisions so planning
applications can be decided with a more certainty and
efficiency
• Ensure all interests should be engaged as early and as fully
as possible
• Have a clear focus on high quality outcomes
