National Election Vigil over ERs

Put all Election Returns online (on the Web)
Convince millions to hold vigil over polling
centers and send reports by text, online
Distinguish between “good” and “ghost” ERs
Gather at least 76,340 volunteers needed to do
online work, the more the better
Conduct a public tally of election results

30 Election Returns (ERs) will be printed

1 will be posted on the precinct itself



Convince all ER holders to put the ER contents
on the Web (photographed, or after dataentry)
Always use unique PCOS identifier
On the Web means: on a public website, blog,
social networking site (Facebook, Multiply, etc)
and other publicly-accessible Web-indexed site
Vigil: hundreds of thousands needed





Watch over the polling center and precinct you
are voting in
Be alert for any presence of armed goons and
other indications of cheating
Go around the polling center and list down the
IDs of all machines where voting occurred
Send reports to Web

Online watch for one voting machine (PCOS)
Set up alert, search regularly, collect all reports
concerned their assigned machine.
Post collected report on the Web, assess
reports, and make judgment if PCOS/ER is
“good” or “ghost”
Conduct a public tally

Download ER data from Comelec, PPCRV,
NAMFREL, HALAL, media, etc.
Use a spreadsheet program
Exclude the ERs from machines you are
convinced have become “ghosts”

Consolidate totals in the remaining ERs

Compare your results with others

Compare your results with COMELEC results
