• After massive efforts over the years to reduce
significant drug traffic from the Middle East
through Turkey and onward to the Balkans and
then to Western Europe, Western European and
U.S. authorities as well as local authorities
believe that successful interdiction is at hand.
• Darkening this picture, however, has been the
discovery of a Russian Mafia’s cartel opening a
new drug route from Bulgaria through
Macedonia with two exit routes, north into FRY
and west over the mountains of Albania to the
port of Durres. This information was provided
by the Bulgarian government to the Macedonian
government.

• The German Embassy in Skopje and German
police officials report to their Macedonian
counterparts a seizure of heroin at the Port of
Durres, which apparently transited Macedonia,
after having been driven from Bulgaria to
Skopje by van and then by four-wheel drive
cars moving cross-country to Albania.
• Two banks in Skopje report unusually large
deposits by two firms trading with Russia.

• A Bulgarian press report from a
sensational paper provides an account of
the arrest of two Russian and three
Bulgarian drug distributors, whom they
claim ran their operation from Skopje.
• Based on these press reports, the U.S.
and German Embassies are offering to
send “teams” to assist the Macedonian
government to deal with “the problem.”
