Key Provisions
• The budget invests $82 billion over ten years in additional mandatory
funds for child care, in an effort to increase the number of children
served to over $2.6 million.
• Head Start would receive $9.6 billion, an increase in $434 million, to
increase the number of children attending and duration of programs.
• The plan proposes $6.6 billion for the Indian Health Service (IHS).
• Health centers would receive $5.1 billion.
• The budget allocates $2.8 billion in funding for medical product safety,
including improving patient safety and oversight of human drug
compounding.
• The budget provides $2 billion for the new Emergency Aid and Service
Connection initiative to test and scale innovative State and local
approaches to aid families facing financial crisis.
• $1.6 billion in funding are directed to the Centers for Disease Control and
Prevention (CDC) and the Food and Drug Administration (FDA) to support
a prevention based food safety program; the budget also includes $1.5
billion to the FDA to support implementation of the Food Safety
Modernization Act.
• President Obama’s proposal includes $1 billion to expand access to
treatment for opioid abuse.
• The budget lays out reforms to Medicare, Medicaid and other health
programs intending to save around $375 billion over the next decade.
