Strategies for Meat and Animal
Products Control System
The strategies for animal products and food
safety and quality are more importance in the
orientation and policies of Lao PDR which is
accelerating the public health throughout the
national economic development of food products
and business.
Develop to pursue the Government policies,
including the policies are related public health,
agriculture, industry, commerce, development,
protection and promote the health of the
consumers.
Strategies for Meat and Animal
Products Control System
The Government, industry and consumers are
working
together
to
improve
national
development and reduce poverty by developing
the food industry and by promoting trade in
safety foods.
The goal of the food safety and quality program
is to reduce morbidity and mortality due to food
borne illnesses, assist international and
domestic trade in safety food and protect
consumers from fraudulent food.
Structures of Animal Products and Food
Quality and Safety Control System
Realizing the quality assurance and standards,
the Lao Government has been established the
Food and Drug Administration Commission
(FDA),
comprising
with
9
members
representative from 6 Ministries including:
Ministry of Health,
Ministry of Agriculture and Forestry,
Ministry of Industry and Commerce,
Ministry of Finance,
Ministry of Interior,
Ministry
of
Science,
Technology
and
Environment
These
organization responsible for
manage, control the quality of variety of
food and drug that are imported and
domestically produced in order to protect
the population rights, without the hazards,
ensuring the health of consumers.
The principle function of which includes
regular
inspections
of
food
and
examination of food and water sanitation,
prevention of food-born diseases and
promotion of health.
The
Department of Livestock and
Fisheries, Ministry of Agriculture and
Forestry responsible for manage, control
the quality of primary productions such as
meat, milk, fish,...before processing
MEAT AND ANIMAL PRODUCTS INSPECTION
AND HYGIENE
Licensing of slaughterhouses and slaughter points
No slaughterhouse or slaughter point-shall be
established without authorisation from the
concerned authorities.
The setting of standards for installation and
operation of slaughterhouses and slaughter points
as well as the licensing modalities is laid down by
decree.
Slaughter
Slaughter of slaughter animals for sale is only be
conducted at licensed slaughter houses or
slaughter points with respect of animal welfare.
Whoever wants to slaughter a bovine, buffalo for
private use and consumption needs to inform
the local administrative authority in advance
about the slaughter and should be inspected by
a meat inspector.
Inspection of animal products
Meat and meat products derived there from
offered for sale should be inspected by a meat
inspector.
Inspected meat and meat products declared unfit
for human consumption shall not be offered for
sale, sold or kept.
Items unfit for human consumption will be
destroyed unless they can be used for other
purposes, in accordance with the veterinary health
terms and conditions to be set by the Veterinary
Services.
Challenges faced in Meat and Animal
Products Control System
The control of animal products and food safety is
important in Lao PDR which is accelerating in
food production and processing.
The adaptation of the manufactured foods to the
international standards of safety, quality and
labeling require more complete food analysis
and an extended system of supervision.
The adherence to the international regulations
and standards and to the good manufacturing
practices is a main concern.

lack
of the necessary regulatory tools.
Currently, just only some regulation and
decree related to food control exist to
address food safety problems,
and lack of food inspectors and facilities
and limited food analysis capacities.
