But before sharing data we need :

Data (and even more: up to date data)
Tools (interoperability)
Collaboration between data producers
Political agreement
And if possible, all together !
At the beginning (2005) we have decided to priorize :
- Collaboration between data producers
- Build the technical system (server / clients / databases / networks)
And in a second time, progressively :
- Work on the data
- Build the political understanding
