Unimodal vs. Intermodal/Combined transport
UNIMODAL FREIGHT TRANSPORT
Misses out on advantages:
- energy efficiency,
- labour/infrastructure productivity,
- superior safety and security,
- climate resilience, and
- oustanding environmental peformance.
INTERMODAL / COMBINED TRANSPORT

benefits for every
stakeholder.
Railway Pro Conference | 11-12 October 2016
The challenges of longer distance freight transport
 Climate: CO2 and energy
efficiency
 Environment: air and noise
pollution, vibration
CO2
emissions
Road
degradation
Energy
efficiency
 Public security: oil
dependency
 Safety: accident
injuries/fatalities and
material losses
The answer:
Labour
productivity
 The economy: GDP loss
due to congestion
 Employment: labour
productivity
 Infrastructure: road
degradation and spatial
constraints

UIRR - Mission
Grow the pie
through fair competition on the basis of
1) technical merit, as an enabler of economic prosperity
2) the competence (professionalism) of those who organise CT
catalysed by UIRR as the industry association of the sector
Railway Pro Conference | 11-12 October 2016
The Combined Transport Strategy
 Equal footing: a level playing field between modes is essential to enable fair
competition (based on technical merit and management excellence)
 Temporary compensatory measures: needed on the basis of a transparent
empirical assessment of disparities (until the level playing field is achieved)
 An infrastructure for freight: TEN-T parametres on the sections of rail
infrastructure used by fregiht trains
 Competitive traction services: transparency within the railway sector to
enable comparison and free competition of traction service providers
 A reduction of complexity: inherent as several players need to collaborate
- technical (national rules, standardisation on EU level, uniform processes),
- harmonised EU legal framework for Combined Transport (Directive 92/106),
- sector best practice guidelines (GTC, dangerous goods, load securing, etc.),
- digitalisation (registers, information sources, support systems, eWaybill, etc.)
Railway Pro Conference | 11-12 October 2016
The UIRR Approach
UIRR is an industry association which
- PROMOTES the public understanding
and appreciation of Road-Rail
Combined Transport,
- ENHANCES its development and the
proliferation of industry best practice,
- SUPPORTS the daily operation of
European Combined Transport with a
series of services

EU 2011 Transport White Paper
Shift 30% of long(er) distance road tonne-kilometres realised over distances of 300km or more
by 2030 from trucks to sustainable modes of transport - (electric) rail, inland navigation and
shortsea shipping - which ratio should increase to 50% by 2050*
