Challenges
• Need strong M&E framework to monitor the progress and impact of PE
related indicators and targets
• Strengthen & support compliance – linking database between
ministries is important for investment monitoring and strategic
planning
• More participation of the local community and CSOs in reviewing and
developing the EIA process is required to ensure acceptable benefit
sharing and distribution for local poor.
• Improve effective performance of government staff TOR and
mechanism to evaluate performance assessment in supporting the
annual plan

The most investment sector in Laos
• China – mining and hydropower sector
• Thailand – hydropower and services (hotels..)
• Vietnam – agriculture and mining
Problem with investor
• Not yet compliance to concession agreement. .e.g. some investor
signed CA with the government, and sale it to other investors
• Uncle land use planning make difficulty to identify land for
concession
• Monitoring still need to be strengthen to monitor compliance of
the inventor
