BHUTAN TRANSPORT 2040 INTEGRATED STRATEGIC VISION
–RATIONALE
The need to have Transport master plan “ Bhutan Transport 2040
Integrated Strategic Vision” was felt mainly because of the
following reasons:

Exponential increase in the growth of vehicles (12% growth per annum)

Transport responsibilities and roles spread across five ministries and at
least eight agencies /departments and highly disjointed

Number of transport policies/plans/activities developed by agencies in
isolation and mandates overlapped in many cases.

All of the above has resulted in congestion in urban areas, uncontrolled
pollution, increasing road crashes and delay in execution of plans and
policies by the agencies.
BHUTAN TRANSPORT 2040 INTEGRATED STRATEGIC VISION –
RATIONALE
To correct these shortcomings, the need for strategy was recognized by the
Government:

To integrate the existing transport policies /plans and programs under one
comprehensive and consolidated document that would guide transport sector
for at least next 30 years and beyond.

To guide short term and long term transport development and policies and
strategies to provide the means to realize transport vision for the country .

To provide long term
integrated and sustainable transport sector
development that can meet the demands of economic growth and
environmental balance in Bhutan.
