will undoubtedly persist…

How do we add these €800b to our
GDP?
NOT
without recognizing
language
as the vehicle
driving
all communication!

European Governments and the EU
EU countries are all islands with internal problems.
Top-down directives and laws from Brussels are getting
less and less popular.
Harmonisation and a borderless
EU can also be achieved with
the agreement to differ as long
as it is possible to understand
what the difference is…

Cornerstone Semantic Interoperability
(SI)
SI is linking meaning and
use of that meaning
across borders and
languages
…and everyone seems to
be terrified by the task!
SI is a shared information infrastructure that is
deployed multilingually in cross border
scenarios

Semantic Interoperability Defined
The precise meaning of exchanged information
is understood by all stakeholders…
…and preserved throughout exchanges.
At back-office level, the underlying information
architectures should be linguistically neutral so
that multilingualism is not a blocking issue.
Semantic Interoperability Assets: Sectorspecific sets of data structures and data
elements.
Agreement on the meaning of the information
to be exchanged.

Governmental Information Infrastructure
To achieve a single market it is
necessary to create a
governmental Information
Infrastructure beginning with
high priority domains.
Governments share meaning
and use even if it is expressed
differently – therefor it is
viable.
It must be multilingual to
serve all member states.

Creating a Shared Information Structure
Multiple relevant
terminologies in the
same language are
merged into a unified
resource.
Linguistic similarity
search maps units that
share the same meaning.

Cross language merge is
deployed to find links and
equivalence across
language borders.

The Information Infrastructure would
open the domain from Governments to
software developers.
SMEs building targeted solutions can
reach a much bigger market.

IMHO
To achieve a single market
the EU needs shared
Information Structures =
Semantic Interoperability.
We already have the basis for
information structures in
multiple government and
EU owned terminology
databases.
LT would greatly enhance ISA
and eGov work on semantic
interoperability.

Fighting the Crisis with Interoperability
“We have to share ideas
and try to align,
map between concepts,
rather than trying to
harmonize different world
perspectives.”
