Canada’s Positioning
• A country founded by the First Nations, the French and the English;
• A country with two official languages;
• A small population base (36 million people);
• A country welcoming immigration: in 2011, 20.6% of the total population was
born abroad, the highest proportion among the G8 countries;

• A GDP of about 1565 trillions $, accounting for close to 1,5% of the world GDP

Canada’s Positioning
Canada’s economy needs to diversify its markets and be less
dependent on the United States:
• United States is Canada’s first trading partner;
• One in seven jobs in Canada depends on trade with United States;
• United States is the destination of more than 70% of Canadians
exports (77% in 2014).

Immigration
Canada: A country welcoming immigration:
– Canada today has one of the highest immigration rates
in the world
– The system has produced one of the most successful
immigrant population in the world
– For the past 2 decades, it has admitted about 250 000
newcomers a year – close to 1% of the population –
and Ottawa expects that number to grow to 337 000 a
year by 2018. (Wall Street Journal, Sept 18th 2016)

Immigration
– In 2011, 20.6% of the total population was born
abroad, the highest proportion among the G8 countries
(Statistics Canada)
– According to the OECD, Canadian immigrants are
better educated than any other country’s foreign-born
population
– 53% of them enter Canada with college degrees, compared
with 39% in the US (Wall Street Journal, Sept 18th 2016)
– Canada has never had much of a problem with
undocumented migrants, thanks to its geographic
isolation. No more than 6% (Wall Street Journal, Sept

Portrait of Quebec
The province of Québec is characterized by its territory of over
1 600 000 km2 and by its unique personality, stemming from its
Francophone majority and the rich cultural mix of its population. It is the
only Canadian province that uses French as its first language.
A modern society, Québec is known for its democratic political system
and its public services. The province in fact has a universal, free health
care system, a public education system accessible to all and a host of
social and community services. Its diversified economy is based on
natural resource development and keeps pace with information
technologies and other cutting-edge sectors.

The Irish in Quebec
“The relationship between the French and the Irish in
Quebec had its origins in the armies of France in which
many exiled Irish chiefs and soldiers served, often
forming distinct regiments. So great was the number of
Irish in France in the 16th century that the Irish College
in Paris was established in 1578 to educate children of
Irish exiles who were denied a Catholic education by
British authorities in Ireland. The College is still used
today for Irish cultural and diplomatic events.”

“By the end of the 1600s, it is believed that 130 of
all the 2,500 families in New France, or roughly
5%, were Irish. In 1871, after massive immigration,
the figure rose to above 10%, making the Irish the
second largest group in Canada after the French.”
“From 1816 to 1860, it is estimated that over a
million immigrants - 60% of them Irish - passed
through the ports of Quebec City and Montreal.”

“In the tragic year of 1847, the total number of deaths
among emigrants heading for Quebec City is estimated
at 17,477, of which the vast majority were Irish. It is
recorded that of these 3879 are buried at Grosse Ile,
while approximately another 5,000 are buried at the
Pointe
Saint-Charles
sheds
in
Montreal.”
“The happy note of this disaster was that hundreds of
orphans in both Quebec City and Montreal were
adopted by French families but allowed to keep their
Irish names.”

The Working Holiday Program (WHP) agreement, signed by
both governments in 2003, has proved to be an effective
vehicle for strengthening ties between Canadian and Irish
youth. This initiative gives young Canadian and Irish adults
(under 35 years of age) the opportunity to work and/or

“A Blue Skies air agreement was signed between Ireland and
Canada in April 2007, which allows Canadian and Irish air-carriers
to provide services between cities in Canada and Ireland. It also
allows Canadian and Irish carriers to use each other’s country as
a platform to serve other destinations. In the spring of 2014, yearround direct flights between Canada and Ireland were established
by two carriers. A new seasonal service between Atlantic Canada
and Dublin was also established on a seasonal basis.”

stable structure to keep markets open in northern Europe.”
