Roughly one-third of under five children face malnutrition

Pakistan Progress: Country Commitment
 Sanitation recognized as a basic human right by provincial policies
and strategies;
 In 2009, Pakistan Conference on Sanitation (PACOSAN) was
conceived to translate the objectives of Delhi Declaration 2008;
 Development of Pakistan Approach to Total Sanitation (PATS);
 Formulation of National Sanitation Action Plan (2010-15);
 Activation of WASH Cluster/WATSAN Working Group in response to
Floods 2010;
 Prime Minister’s Program on Sanitation being developed to actualize
Pakistan’s commitment to achieving MDGs;
 Passing of 18th constitutional amendment to accelerate service
delivery and improve fiscal flows at provincial/ local levels;
Pakistan Progress: Enabling Policies
 Sanitation is included in National & Provincial Development
Frameworks: PRSP-II (2011-13), 10th Five Year Plan (2010-15)
and Vision 2030;
 Formulation of National Behaviour Change Communication
(BCC) Strategy;
 Formulation of Provincial Sanitation Policies, Strategies and
Action Plans;
 Formulation of Provincial BCC Strategies and Action Plans;
 Enforcement of Hospital Waste Management Rules;
 Formulation of National Drinking Water Policy 2009 enhancing
the role of National Sanitation and Drinking Water
Implementation Committee;

Effective and Accountable Institutions
 Provincial policies clarifying role of different stakeholders
especially Local Government and Public Health Engineering
Departments to cover urban and rural dimensions;
 Formulation of Core Group on WATSAN for sector coordination;
 Establishment of WATSAN cells at provincial level;
 Restructuring of urban and rural service providers with
performance benchmarking

 USD 5 million committed under Global Sanitation Fund in 2011;

 Roll out of Pakistan Approach to Total Sanitation (PATS) at
national and provincial levels;
 Launch of Prime Minister’s Programme on Sanitation
 Strengthening of Sector Coordination amongst Stakeholders;
 Up scaling of best practices;
 Resource mobilization
 Effective monitoring mechanism and data management
 Separate budget lines for sanitation
