What is Access 2009 and where did it
come from?
In March 2005, the First Minister and
Minister for Health and Social Services
announced that, by December 2009, no
patient in Wales will wait more than 26
weeks from GP referral to treatment,
including waiting times for any diagnostic
tests and therapies required.
What does the Ministerial promise mean?
1. No patient will wait more than 26 weeks
from receipt of referral in secondary care
to 1st treatment i.e. commencement of 1st
treatment plan
2. This will include GP/GDP or other
approved HCP referral to Secondary
care, or emergency presentation to
elective care management

The Challenge
 Programme delivered by December 2009 within current
resources
 Clinical engagement in the pathway re-design including
 Agreeing Referral Criteria & Guidelines
 Access to diagnostics
 Identifying alternatives to referral to Consultants
 Addressing bottlenecks
 Management of follow-up appointments
 Shadow reporting of the patient pathway during 2007/08
(standard waiting times reports continue)
 Capturing and recording all clinical decisions/outcomes
to inform the patient pathway
 Fully utilising available technology
GP Engagement
In recognition of the important role which
GP’s will play in the success of delivering
26 weeks GP engagement is being
strengthened through the following routes:
-LHB, LMC interface meeting
-Primary /Secondary care meeting
-CPD Group
-Involvement of individual GP’s in
patient pathway re-design
