Regional Operational Program (national)
• Main objective: support territorially balanced economic and
social development of all regions in Romania, according to their
specific needs to reduce unbalances
• Launched in North-East Region in October 2007
• Indicative financial regional allocation 724.09mil.Euro/16.32%
• 594 project proposals registered on March 5th , 2010
• North-East RDA’s role - Intermediate Body

Better and deep understanding of Cradle2Cradle’s:

Assimilation of the best practices in the field and knowing more
about the implementation of the C2C principle in
- a production environment
- in buildings and housing
- in consumer products
- waste management
Our expected inputs in C2CN
Due to inexistent C2C good practices in Romania we will involve
• local public administration;
• regional management authorities;
• existing companies active into the waste management
for stimulating feedback in relation with C2C concept, for
improving the future waste management considering
• future technology design approach
• awareness level of local stakeholders
The policy relevance (1)
Present planning and legal situation
• 8 Regional Plans for Waste Management ;
• 29 EC directives concerning waste management – all transposed
into the specific Romanian legislation
Waste generation and management in Romania
• 5 kg waste / person / week
• 100,000 tons waste / day
• 36.7million tons waste / year
• insufficient equipment for waste collecting and transport;
• inappropriately developed infrastructure for waste processing and
further valorization.

Done
• Regional Plans for Waste Management - useful mechanisms for
absorption of Structural Funds available under Environment Sector
Operational Programme , Priority Axis II – Development of
Integrated Waste Management Systems.
• 9 national normative acts(Government decisions, ordinances,
orders and laws) adopted only for regulating waste management;
To do
• adopting in 2010 in Romania the use of Penal Law for judging
waste related crimes and felonies according to the EC directive;
• lobbying and advocacy for adopting the C2C concept into the
national legislation and funding related projects
Expected benefits as organization and/or region
• Awareness raising on C2C concept and principles to the key
stakeholders in the region as well as to the agency’s staff;
• Transfer of experience, know-how, good practices in the field,
taking the benefit of the network’s knowledge to RDA
personnel and regional stakeholders;
• Regional Action Plan reflecting C2C principles.
