China economy's New Normal
China 's GDP was 56.8 trillion yuan in 2013, an increase of 7.7%, and
63.64 trillion yuan in 2014 , the growth rate of 7.4% , indicating that
China's economy has entered a new stage of development :
 Development concept:The concept of development focuses on
sustainable development and environmental protection instead of the GDP
growth;
 Development power:The economy is increasingly driven by innovation
instead of input and investment;
 Development speed:The economy has shifted gear from the previous
high speed to a medium-to-high speed growth;
 Industrial upgrading :The economic structure is constantly improved
and upgraded;
 Economic growth:Mainly depends on the growth in consumer demand.

The next 10-20 years is yet China's
development opportunities
 Firstly, international external conditions are good; peace and development
are still the themes of the time; stable relations remain among major
countries; globalization is gaining momentum; IT technology and new energy
technologies provide new impetus for the development of the world
economy.
 Secondly, China is pushing forward a new type of industrialization and
urbanization; China still has a huge impetus for economic development.
 Thirdly, Chinese comprehensive deepening reform, form an multi directional, multilevel and wide - range opening pattern, the ability to cope
with the crisis and resist risk increased greatly.

China is facing serious deterioration of environment
 161 cities’ air quality was not up to standard, accounting for
90.1%;
 Ecological environmental damages caused by coal mining
 Haze prominent problem
Energy development also faces
enormous challenges
• High pressure of the ecological environmental
requirements;
• High proportion of the imported oil and gas in
consumption;
• High cost of oil and gas to replace coal ;
• High difficulty of the energy structure adjustment.

C. Synchronous strengthening energy
transmission and distribution network and
reserve facilities construction.
China's Energy Consumption Control Target
 By 2020, the primary energy consumption will be controled at
about 4.8 billion tons of standard coal, and the coal consumption
will be controlled at about 4.2 billion tons, the proportion of coal
consumption will be control in 62% or less, the proportion of nonfossil fuels in primary energy consumption will be up to 15%, and
the proportion of natural gas will be more than 10%.
 By 2030, non-fossil energy in primary energy consumption
increased to about 20%.
Chinese Carbon Emissions Control Targets
 Carbon Emissions:This will reach the peak in the 2030 and efforts to reach
the peak as quickly as possible.
 Unit GDP Energy Consumption : This in 2015 is to reduce by 16 %
compared with 2010 , reducing 3.1 % compared with 2014.

The Ministry of Land and Resources is actively promoting
the reform of oil and gas resources management
• Open upstream oil and gas market;
• Oil and gas mining rights reforms ;
• Strengthen geological survey of oil and gas
resources;
• Encourage support technology innovation etc.

China's Oil and Gas Cooperation Opportunities
:
" One
and
One Road"
In September 2013,
China Belt
proposed
the construction
of the " Silk Road
Economic Belt " and "21st Century Maritime Silk Road " initiative, which can
be abbreviated as “One Belt and One Road”.
 Areas of cooperation include the connection among energy , railways,
highways , aviation, telecommunications, power grid and other fields.
 The goal of cooperation is to promote the cooperation in the capital flow, the
material flow, the human flow, the information flow and the other fields.
" One Belt and One Road"
 Silk Road today mainly through 9 countries ;
 Include: Turkey , Kazakhstan , Russia, Turkmenistan , Uzbekistan,
Iran , Iraq, Syria, China ;
Turkey
土耳其
 21st Century Maritime Silk Road through today 21 countries or regions ;
 Include: Turkey , Kuwait, Oman , Qatar , Saudi Arabia, United Arab Emirates,
Yemen , Mozambique, Tanzania , Egypt, Brunei , India, Indonesia , Malaysia,
Myanmar , Pakistan, Thailand , Vietnam, Japan , the Philippines, Singapore,
South Korea ;
" One Belt and One Road"
Trade and economic cooperation
Most countries are the emerging economies and developing countries, is
the world's largest span with the most potential for the development of
economic cooperation.
In 2013, the trade between China and "One Belt and One Road " countries
was more than 1 trillion US dollars, accounting for 1/4 of China's total foreign
trade.
Over the past 10 years, the average annual increase of the trade between
China and “One Belt and One Road” countries is around 19%. It will continue
to maintain a high growth in future.
Silk Road Economic Belt is rich
in oil and gas resources
• Countries in the region take up 26 percent of the
world's total oil reserves, 28% of world's production,
and 20% of world's consumption;
• Countries in the region have 50% of the world's total
natural gas reserves, 30% of world's gas production
and 25% of world's gas consumption.

Oil and gas cooperation is an important part
of the Silk Road economic belt construction.
 The Silk Road economic belt is highly complementary economic structure
with energy. One side is the center of the global energy consumption - the
Asia-Pacific, while the other side is world's oil and gas production and
enrichment zone - the Middle East, Central Asia – Russia;
 The oil industry as an engine for the development of the Silk Road economic
belt and achieve win-win between east and west, providing power for the Silk
Road countries’ economic development;
 Silk Road economic belt construction provides a broader market and
cooperation for national energy companies.

Chinese government is actively promoting
economic cooperation and development
initiatives of "One Belt and One Road "
• Set up the Asian infrastructure investment
bank;
• Has announced the establishment of the "silk
road fund" ;
• Has begun to demonstrate support for a
number of major international cooperation
projects.

Outlook of Silk Road oil and gas cooperation
Cooperation fields:
 1. Oil and gas exploration;
 2. Oil and gas development;
 3. Pipeline construction;
 4. LNG construction;
 5. Petrochemical projects
construction;
 6. Technical services.
The Silk Road is a model of economic win-win cooperation between
civilizations in the past. Today, in an open , development, peace , benefit,
safety , blending new world pattern, we will build brilliant new Silk Road.
China is pursuing economic reform and promoting the reform
of the oil and gas vigorously in an unprecedented courage and
determination, in order to achieve the development of clean
energy.
Welcome to invest in China's oil and gas to get the win-win
cooperation.
We propose to strengthen international cooperation and
jointly promote the "Silk Road economic belt" construction to
contribute to the development and prosperity of region and even
the whole world.
