SNA 6.155: “….The collective consumption represented by
monetary policy services is recorded as expenditure by
general government but government does not incur the costs
incurred by the central bank. Therefore a current transfer of
the value of the non-market output should be recorded as
payable by the central bank and receivable by the general
government to cover the purchase of the non-market output of
the central bank by government.”
