 So what was the Danube Strategy for the different countries?
 A promise to Germany to reinforce its
economic positions in the area
 A promise to Austria on a better cooperation within its old Empire
 A promise to Slovakia to become a huge inland navigation hub
between the Baltic Sea, the Black Sea and the North Sea
 A promise to Hungary to achieve a leading role in a not really
defined European cooperation
 A promise to Croatia and Serbia about a faster accession to the EU
 A promise to Romania and Bulgaria to build the missing
infrastructure elements (roads, bridges, railways)
 …that is the Danube Strategy is a dream-collector:
all interested groups can hang the dreams on

 The Danube Strategy as a macro-region of Europe
 What is a Macro-Region? "There is no standard definition for
a macro-region [...]. The definition applied here, developed
during the preparation of the European Union Strategy for the
Baltic Sea Region, will be “an area including territory from a
number of different countries or regions associated with one or
more common features or challenges.” Source: Macro-regional Strategies

 …this organizational framework does not necessarily correspond
to conditions of other geographical areas where “it may be
necessary to set up a capability to monitor and facilitate progress
on the strategy as a whole” (European Commission, 2009: & Stocchiero,

 Macro region: Co-operation of countries having a similar cohesion

EC of the old EU founders – Danube as a symbol of the

Interconnection between differently developed economies is
necessary but not sufficient tool or guarantee for the caching up of
the less developed regions: the impact may also be an increasing gap.

Stratégia mintául szolgál a most formálódó EU Duna Stratégia számára.

kapcsolatban .
2010. február 1 Ulm. First conference of the series
2010. február 25-én, magyar kezdeményezésére Budapesten rendezték meg a Duna Csúcstalálkozót. Az eseményen
részt vett nyolc uniós tagállam és hat további ország, amelyet az EU bizottsága meghívott.
„Magyarország azért kezdeményezte a kormányfői szintű csúcstalálkozót, mert központi szerepet kíván játszani a Duna

2010. június 3-án a fővárosi közgyűlés döntött a Duna Programiroda létrehozásáról. A Duna Programiroda feladata
összehangolni a készülő európai Duna Stratégia Magyarországra eső részét, a nemzeti Duna Stratégiát a főváros érdekeivel
és fejlesztési terveivel, illetve koordinálja Budapest önálló Duna stratégiáját, a Duna Főutca Programot. (a Studio

2010 június 9-11-én a romániai Constanta-ban került megrendezésre az utolsó stakeholder konferencia az Európai

2010 július 9. A Kormány 1150/2010. (VII. 9.) Korm. határozata az EU Duna Régió Stratégiájával kapcsolatos
feladatokról
„1. Elõ kell készíteni a Kormány álláspontját, különösen a 11 benyújtott magyar programterület felülvizsgálata alapján
dönteni kell a magyar vezetõ koordinátori törekvésekrõl, prioritási területekrõl és egyéb kérdésekrõl…” „2. Ki kell
dolgozni és a Kormány elé kell terjeszteni a Stratégia részletes magyar programját.” Felelõs (mindkét esetben): EU Duna
Régió Stratégia kormánybiztos, külügyminiszter, közigazgatási és igazságügyi miniszter, belügyminiszter, nemzetgazdasági miniszter, nemzeti
fejlesztési miniszter, vidékfejlesztési miniszter, nemzeti erõforrás miniszter.

 19 June 2009: The European Council invites the European Commission to

develop a strategy for the area around the Danube.
July 2009-December 2010: Preparation of the Strategy by the European
Commission, including public consultation and consultations with participating
countries.
8 December 2010: European Commission adopts the Action Plan and
Communication for the EUSDR.
3 February 2011: Commissioner Hahn designates the Priority Area Coordinators.
13 April 2011: Adoption of the Council Conclusions by the EU Council for
General Affairs.
24 June 2011: Official endorsement of the EUSDR by the European Council and
launch of the implementation phase.

EXPECTATIONS AND REALITIES – CONCLUSIONS (1 – 4) /6
 The general EU-level objectives are important, nobody has
any objection against (liberté, égalité, fraternité) – but they are
too general and uniform to lead to regional actions
 The two-years preparation of the EUDRS missed to make a
clear analysis of the EU level problems of the region, and
also missed the elaboration of the strategic answers on those
problems
 Bottom-up collection of projects is very democratic, – but
without a clear strategy behind, it becomes the collection of
old project-dreams rather than the creation of projects built
on programs to achieve the targets of the strategy
 Macro-region, this undefined (barely defined) unit confuses
rather the lines than would help clarifying a proper strategy
for the region. The tool chosen – preceded here the
development of the strategy

 The cohesion gap between the rich and the poor EU countries
is an EU-level problem and the EU mustn’t allocate the
solution to those regions that collect all the countries facing
with the catching-up problem
 Three NO-s: there is no proper strategy, there is no well-
prepared program and there is no perspective
 The Hungarian Presidency shouldn’t fight for passing such
a strategy through at any cost. A basic revision of the
whole process is suggested rather (December 2010)
