Is the contribution of sport significant to the
Lithuanian economy and to what extent?
Current actions




Decision: Agreements with national authorities
are made that substantiate the need to calculate
the contribution of sports to the economy
Co-operation: Transparency and reliability of
data is ensured by collaboration with National
Statistics Office
Actions: Initial preliminary statistical data are
collected to know the reality and a possibility to
accumulate and regularly update / integrate new
data is created
Agreement: Support to the proposal of XG to use
the data of 2008 as the basis for calculations




The are calculations for 27 EU countries made
by SPeA in 2011
Compilation procedures of six countries were
different but had the same common goal – to
construct Sport Satellite Account (SSA)
Three manuals exit so far: we used the
Netherlands example
Recommendations by the EU Expert Group on
Sport Statistics
•Data accessibility, abundance of statistical databases and
supplementary studies
Experience
Experience
•Countries: United Kingdom, Austria, Cyprus, Poland, Netherlands
•Strong research centres, high level and culture of research,
prioritization of primary research data
•Country: Germany
•What is the best route for Lithuania?
Decision
•With relatively low level of sport consumption, underestimating the
importance of sports as economic factor, limitations of statistical data
systems




Use of the Vilnius Definition of Sport NACE
Rev.2.0
Identification of sport shares within final
demand categories
Designing Supply and Use table (SUT) 2008
Compilation has been completed under the
supervision of National Accounts



Manufacturing and trade data
Import and export data
Supply and Use table (SUT) for 2008
◦ 78 types of activities related and non-related to
sports
◦ 170 product groups (2-3 digit level)



Analysis of the Vilnius Definition of Sports
according to the specificity of the local
market
Household consumption statistics
Employment statistics, etc.

Preliminary statistical data:
◦ Employment – labour cost (NACE Rev.2):
 In sport sector – 7317,54 EUR (25 266 LTL)
 In Lithuania – 10 153,21 EUR (35 057 LTL)
◦ Gross value added – 0,5 %
◦ Consumer expenditure – 0,6 %

Unified method and instructions of the
calculation of SSA is discussed in the XG STAT
◦ The necessity of the supervision by Eurostat for the
harmonization of the tools and procedures is needed

Lack of scientific and market research in sport
sector
◦ Certain understanding and bigger support is necessary
from the Government institutions

Limited amount of final users (the only PESD)
◦ Information spread and share, wide discussions inside
and outside sport sector is needed



Make calculation for 5 years (2008-2012) by
2015 sports economic products, production,
interim consumption, analyze the period of
time, influencing factors, changes, etc.
Analyze the effect of external factors and
assess fluctuations
Forecast the consumption of different products


Concentrated networking
National Statistics Office actions:
◦ Continue the balance SUT
◦ Finalizing Input-Output table for 2010 (end of
2013)

Additional research on:
◦ Private consumption in sport (2013)
◦ Advertisement, sponsoring and media rights

Research findings enable to understand a real
situation and compare it with other states



Co-operation with National Statistics Office is
essential, especially when research culture is
not sufficient at national level
Active participation and networking based on
mutual understanding and support is
necessary with all stakeholders: inside and
outside of sports sector
Political decision, support and secure funding
are the main prerequisites
Thank you for your attention
